Jordan The House of Representatives continues to discuss the Education and Human Resources Development Bill

Khaberni - The House of Representatives continues on Tuesday to discuss the agenda of session (22) from the second ordinary session, which includes the Education and Human Resources Development Bill for the year 2026 starting from Article (3).

The House of Representatives, on Monday, approved Article 2 of the bill out of a total of 29 articles.

The "Deputies" approved in a session held on Sunday the first article regarding "Education and Resource Development".

The "Council" approved on the first of February last year, the transfer of the Education and Human Resources Development Bill for the year 2026 to the Parliamentary Education and Teaching Committee, which in turn approved it on the first of this month, as received from the government with some amendments.

It is noted that the Cabinet approved, on January 12 last year, the "Education and Human Resources" bill, preparatory to referring it to the House of Representatives to proceed with the approval procedures according to constitutional norms.

The bill aims to continue the efforts of restructuring and modernizing the educational sector in the Kingdom, as part of the government's commitment to implement the vision of economic modernization and the public sector modernization roadmap and related initiatives, which include the establishment of the Ministry of Education and Human Resources Development, which is a legal successor to the Ministries of Education and Higher Education and Scientific Research.

The bill reflects the results of scientific efforts during the past period, which included a comprehensive and systematic evaluation of the education sector according to best practices, and involved the participation of many experts, academics, and specialists.

The bill came about due to the need to unify the authorities responsible for the education and human resources development system for all educational stages, which supports the educational path and its development, and constitutes a new structural build for the education system.

The bill targets to enhance the quality of education at all levels, according to national and international standards, and to improve its outputs and quality and competitiveness, within priorities and fundamental principles that bolster scientific research and innovation, and ensure sustainability in development and modernization, along with the continuation of ensuring free education rights in basic stages.

Additionally, the bill aims to develop the skills of graduates, enhancing their competitiveness in the job market through matching educational outputs with job market and development needs, as well as reinforcing the autonomy of Jordanian universities.

One of the prominent features of the new educational system and legislative amendments is the establishment of a national council concerned with approving national human resources development policies headed by the Prime Minister and assigning the new Ministry of Education and Human Resources Development the responsibility for policy-making for all educational stages, including early childhood education, basic and secondary education, higher education, and vocational and technical education and training.

The new system also aims to ensure advanced quality standards and centralize them in the Accreditation and Quality Assurance Authority, expanding its scope to include all institutions of education and training for all educational stages, including public and private, in addition to enhancing efficiency and effectiveness through designing a new administrative organizational structure for the Ministry of Education and Human Resources Development consisting of nine general departments with a wide delegation of executive powers to the education directorates, which will be reduced in number to suit the number of students and geographic areas.

The bill also includes enhancing the autonomy of universities and reducing the role of the ministry in higher education to focus on setting policies and technical standards, licensing establishments, and verifying the alignment of higher education, vocational and technical education and training outputs with job market requirements and approving strategies.
