Faisal AlFayez comments on the amended Social Security Law project

Khaberni - The President of the Senate, Faisal Al-Fayez, confirmed that the council considers the amended Social Security Law project with utmost responsibility, ensuring the integrity and financial sustainability of the General Institution of Social Security and the preservation of the rights of its participants.

This was stated during a meeting he chaired for the Committee on Labor and Social Development in the Senate, held on Sunday by Senator Issa Murad, and attended by committee heads and council members, along with the President of the Economic and Social Council Musa Shihadeh, and the Executive Director of the Jordan Strategy Forum, Nasreen Barakat.

Al-Fayez emphasized that the Social Security Law affects a broad segment of citizens, necessitating caution to keep the Institution strong and capable of performing its role efficiently, alongside protecting the pension and insurance rights of the participants.

He pointed out that the meeting aimed to exchange views and ideas to arrive at the best possible legislative formulations, achieving a balance between the financial sustainability of the institution and avoiding any negative impacts on the participants and their rights.

Al-Fayez mentioned that maintaining the Social Security Institution represents a shared national responsibility, given its role in providing social and economic protection, through securing a minimum income, contributing to poverty reduction, and enhancing job stability through various insurance benefits.

He noted the importance of the institution continuing to adopt sustainable financial policies, enhancing its financial flows, and continuing to conduct actuarial studies regularly to monitor any potential imbalances and address them, ensuring the institution's continuity and protecting citizens' rights.

Al-Fayez concluded his remarks by affirming that the Senate will carefully study the proposed amendments to the bill, in a way that preserves the financial position of the institution, enhances its ability to perform its role, and protects the rights of those covered under its umbrella.

The meeting was held to discuss the key amendments presented in the bill and to foresee their future effects on the financial position of the institution and its ability to continue fulfilling its insurance obligations, and aims to review the studies and recommendations concerning the amended Social Security Law for 2026.

On his part, Senator Issa Murad said that the meeting was held to review the studies and recommendations issued by the Economic and Social Council and the Jordan Strategy Forum, related to the amended Social Security Law, which contributes to enhancing the quality of legislative outcomes and supporting the reform process.

He pointed out that Social Security is a comprehensive national system, representing one of the most important tools of social and economic protection, and provides a safety net for citizens in various circumstances, especially in cases of retirement, unemployment, or disability, in addition to its role in enhancing values of social solidarity and justice, stimulating the work environment, and cementing trust, through dealing with legislative amendments with the highest levels of responsibility and objectivity, ensuring the development and sustainability of the institution, enhancing governance, and the regulatory framework of the institution, and maintaining its vital role.

Senator Murad confirmed that the committee is responsibly striving to reach consensual amendments after the bill is referred to the Senate from the House of Representatives, in a way that achieves a balance between the financial sustainability of the institution and guarantees the rights of current and future generations, serving the national interest.

For his part, Shihadeh presented a briefing on the key outcomes of the study, which followed a national dialogue organized by the Economic and Social Council, with the participation of civil society institutions, unions, federations, private sector representatives, and relevant entities, aiming to come up with practical recommendations that enhance governance and financial sustainability of the institution, and contribute to achieving social protection and justice.

For her part, Barakat, accompanied by Samar Obeid from the Strategy Forum, reviewed the main points in two analytical papers prepared by the forum based on international practices, focusing on the sustainability of the Social Security work, indicating that many countries are moving towards updating retirement laws in accordance with economic and social changes, enhancing reform and sustainability, and clarifying legislation.

In the same context, Obeid clarified that the executive summary prepared by the forum included the main observations and gaps requiring legislative adjustments, in addition to analyzing the impact of these adjustments on economic and social aspects.
