Kuwait Increases Health Insurance Fees for Expatriates

Khaberni - Kuwaiti Minister of Health Ahmed Abdulwahab Al-Awadi issued Ministerial Resolution No. (306) for the year 2025, enacting the executive regulation for the health insurance law on foreigners, including a requirement for obtaining health insurance or an approved government or private health guarantee as a condition for granting or renewing residency and entry visas, effective from December 23 of this year.

The regulation set a fee of 100 KD annually for health insurance on most types of residency, covering employees in the government and private sectors, family reunification, investors, students, and foreign property owners, whereas health insurance fees for visit and temporary entry visas stood at 5 KD per month.

The regulation exempted a number of categories from the fees, notably the citizen's spouse, their children, their parents, children of Kuwaiti women from foreign husbands, diplomatic missions, and domestic workers for Kuwaiti families up to three members.

 

The Ministry of Health emphasized strict supervision of insurance companies and private health facilities, with penalties that may include suspension of responsible personnel or closure of non-compliant departments.

 

9 exempted categories

 

The regulation stipulates exemption for 9 categories from the fees, with the minister having the authority to add more categories.

 

Foreign women married to Kuwaiti citizens.

 

Widow or divorcée of a citizen having children.

 

Foreign children of Kuwaiti citizens.

 

Parents of Kuwaiti citizens.

 

Children of Kuwaiti women from foreign husbands.

 

Domestic workers for Kuwaiti families, with a maximum of three members.

 

Diplomatic missions and official delegations.

 

Residents staying illegally, in coordination with the Central Agency for Illegal Residency.

 

Foreign newborn for a duration of 4 months until a passport is issued or they leave the country.

 

The regulation also noted several points:

 

- Foreigners, children of Kuwaiti women, obtaining the mentioned residency are exempted.

 

- Widow or divorcée of a Kuwaiti citizen obtaining the mentioned residency are exempted.

 

- The start and end date of the health insurance are linked to the date of the entry visa and residency issued by the Ministry of the Interior, and are not linked to the validity of the passport.

 

- In case the residency is reissued due to an error and exemption had already been granted by the Ministry of the Interior, there will be an exemption from health insurance fees if previously paid.
