U.S. Special Envoy Steve Witkoff said that representatives of the United States of America, the Arab Republic of Egypt, the State of Qatar, and the Republic of Turkey met on Friday in Miami to review the implementation of the first phase of the ceasefire in Gaza, and to discuss preparations for the second phase.
Witkoff added that the first phase resulted in significant progress, including the expansion of humanitarian aid, the return of detainees' bodies, and partial troop withdrawals, as well as a reduction in hostility levels.
In relation to the second phase, Witkoff emphasized the importance of empowering a governing body in Gaza within a unified Gaza authority, to ensure the protection of civilians and the maintenance of public order.
He also stated that discussions on regional integration measures took place, including facilitating trade, developing infrastructure, and enhancing cooperation in the fields of energy, water, and shared resources, considering these as fundamental factors for Gaza’s recovery process and enhancing regional stability.
Witkoff pointed to the participants' support for the imminent establishment and practical activation of the "Peace Council," which will be responsible for managing civil affairs, security, and reconstruction in Gaza.
He also mentioned the review of the next steps for implementing the "Comprehensive Gaza Peace Plan," emphasizing the importance of phased sequencing, coordination, and effective monitoring, in cooperation with local Gazan institutions and international partners.
Witkoff confirmed their full commitment to all items of the twenty-point peace plan proposed by the president, and called on all parties to fulfill their commitments, exercise restraint, and cooperate with monitoring arrangements.
He continued saying: "Consultations will continue over the coming weeks to advance the implementation of the second phase."
