A number of deputies, in an official memorandum submitted to the presidency of the House of Representatives, requested addressing the Prime Minister to reverse the decision of daylight saving time and resume winter time in the coming months, emphasizing that this measure is necessary "to alleviate the suffering of citizens."
The parliamentary memorandum relied on a set of practical, social, and security reasons faced by citizens, especially in the "villages and rural areas" of the kingdom during the winter months.
** School and university students
The memorandum placed "the safety of students and employees" at the forefront of its justifications, indicating that "most students leave their homes at five-thirty in the morning, i.e., with the Fajr prayer," to reach their universities and workplaces on time, which will be in "complete darkness" causing "fear and anxiety for parents about their children."
** Stray dogs
The MPs linked this early departure in the dark to real risks, including "the spread of stray dogs in the streets" at that time.
The memorandum did not overlook the humanitarian and family aspect, pointing to "employing mothers leaving early to secure their young children before going to work," in addition to the challenges faced by "military personnel who travel between provinces" and must be present in their camps before 6:30 AM.
** Fajr prayer and sunrise
The memorandum supported its stance with astronomical data, clarifying that on December 31, 2025, the Fajr prayer call will be at 6:09 AM, while sunrise will be at exactly 7:30 AM.
The deputies confirmed that this means that "some employees arrive at their workplace before sunrise," which they consider a significant burden. The memorandum also mentioned that this timing prevents "some from performing the Fajr prayer."
The deputies concluded their memorandum by renewing the demand for "cancellation of this decision and returning to winter time to alleviate the burden on citizens."
