Khaberni - In the context of the public sector reform, the Council of Ministers has decided to approve the compelling reasons for the project of the teaching profession licensing system for the year 2025; in preparation to send it to the Legislation and Opinion Bureau, to complete its issuance procedures according to customs.

As per the system, every teacher currently working in educational institutions in both the public and private sectors is deemed to have a license to practice the teaching profession, as the system will apply to teachers who will be appointed in the future starting from the academic year 2027 – 2028.

The project comes to manage the practice of the teaching profession in the kingdom, by adopting an official license granted by the Ministry of Education, as a condition for practicing the profession in all educational institutions and ensuring that those who take on teaching roles have the necessary academic and professional qualifications, thus enhancing the efficiency of the educational system and guaranteeing the protection of students' rights to quality education.

In accordance with the draft system, a unified legal framework will be established for granting licenses to practice the teaching profession by setting clear standards for obtaining and renewing the license, applicable to employees in both the public and private sectors and educational institutions managed by the Jordanian Armed Forces and the educational institutions managed by the United Nations Relief and Works Agency for Palestine Refugees in the Near East.

The project aims to enhance the professional capabilities and competencies of teachers through passing the professional teaching tests, which raises the educational performance level and enhances the educational level of students and the abilities of the teacher.

It also aims to align the legislative regulations of the teaching profession with national trends and development plans, in line with the national strategy for human resources development, the vision of public sector reform, and in support of the strategic goals of the economic modernization vision.

A mechanism will be introduced that includes clear governance through the formation of a specialized committee that grants licenses to practice the teaching profession, and adopts the necessary policies, standards, and tools, enabling the ministry to continuously monitor the quality of education and professional development procedures.
