Khaberni - The Cabinet approved in its session held today, Sunday, chaired by Prime Minister Dr. Jaafar Hassan, the planning and organization system within the borders of the Amman Municipality for the year 2025.
The system aims to develop a comprehensive and modern urban planning and organization ecosystem within the greater Amman Municipality, meeting the requirements of population growth; according to procedures and standards that achieve economic, social, and environmental goals within the Municipality's vision for the city of Amman, and in a way that contributes to activating the requirements for ecosystem-based adaptation and national, regional, and local climate action requirements within a single legislative framework.
The system contributes to facilitating procedures related to approvals for subdivision, joint division, expropriation, and granting development rights, according to clear legal frameworks that ensure fairness and stimulate investment and sustainable development within the greater borders of the Amman Municipality.
The system also contributes to the balanced distribution of services in all areas within the greater Amman Municipality, directing urban growth in a sustainable manner that ensures optimal utilization of resources, streamlining procedures, and clarifying roles between the Municipality and other government entities to increase coordination and provide better services that reflect on the citizens' lives.
The implementation of the system will simplify the procedures for subdividing lands and buildings and their division through a new system, clear standards, and procedures and organizes the mechanism of objections clearly, granting affected parties the right to object within known periods with clear and specified procedures.
For the first time, the system allows citizens and stakeholders to participate in preparing plans through public hearing sessions, which have been institutionalized in the new system; to ensure that they represent the needs of the community built on consultation and agreement.
The system obliges the Amman Municipality to organize public hearing sessions before adopting official plans and before taking any regulatory actions or adjustments within districts and neighborhoods, and to publish everything related to plans, returns, and decisions on the Municipality's site and other official sites, taking into account the needs of people, men, women, the elderly, children, people with disabilities, investors, and business owners.
The system achieves legal and legislative stability and unifies references which enhances trust among citizens and investors as it will enable individuals, developers, and investors to know the expected uses of the surrounding lands, where the system obliges the Amman Municipality to disclose in advance any changes it makes on the land use characteristics and their regulation in a step that achieves transparency and justice for the citizens, alongside a clear separation between planning and regulation; to enable all entities to know the expected changes on the land use characteristics and the regulatory plans for them.
