The Sanctity of Cemeteries Whose Responsibility

Allah Almighty said: "We have indeed honored the children of Adam and carried them on land and sea and provided them with good things, and We have favored them over many of those We created" (Surah Al-Isra, Verse 70).
In the tradition... honoring the dead involves burying them.
It has saddened me for years when I see a funeral procession in some of the cemeteries in Amman... and I think this issue extends to more than one cemetery in more than one province... because it reminds me, that there are violations of the sanctity of cemeteries and graves, there are no suitable pathways that make the burial process easier, no fences to enclose and protect from stray animals, prevent vehicles from entering, and there is no supervision or monitoring of cemeteries after burying, and no true guarding, as some graves are found opened from the side! Others have been tampered with by stray dogs, and another might have been used by some for their hobby of searching for valuables, and perhaps, as someone claimed, some cemeteries turn into gambling sessions at night, a haven for drunkards, and practicing behaviors outside our religion, customs, and traditions.

I have seen some shepherd
— may God improve us and them — allowing their livestock to graze in some of the cemeteries. And there was one who, among the strongmen, threatened and challenged his counterpart, telling him to meet him! In a cemetery, he named in front of me.
In Western countries (Europe) specifically... cemeteries... are like parks and gardens! So what organization! And what cleanliness! And what supervision and monitoring! And what maintenance!... Doesn’t this fall under the sanctity of cemeteries that Islam has urged us to preserve?
The honorable Islamic religion preserved the dignity of humans alive and dead
And has linked honor entirely to humanity, regardless of religion, race, or color... as he is God's Caliph on earth, Allah Almighty said: "Behold, your Lord said to the angels: 'I will make a caliph in the earth'" (Surah Al-Baqarah, Verse 30).
O Allah, grant us a good end, and make our graves gardens of paradise.
   And Allah is the final destination
