Proposed FIFA Amendments Before the 2026 World Cup

Khaberni - Attention turns to the annual meeting of the FIFA council amid wide discussions about implementing crucial amendments that might be applied before the kickoff of the 2026 World Cup.
According to a BBC report, FIFA is considering a proposal that would require players who receive treatment on the field to stay off it for at least one minute.

This measure aims to reduce time wasting and disrupt the flow of the match.

Some leagues have already implemented time guidelines, such as the English Premier League which adopted a 30-second rule since the 2023-2024 season, while FIFA experimented with a two-minute rule in the last Arab Cup tournament.

This proposal exempts goalkeepers, and it does not apply in cases where the opponent receives a yellow or red card as a consequence of the same play.

Among the proposals also is to implement a countdown system similar to the eight-second rule for goalkeepers, to include goal kicks and throw-ins. If the allotted time is exceeded, possession shifts to the opposing team.

Also under discussion is imposing a 10-second time limit for substituted players to leave the field, and if there is a delay, the substitute is prevented from entering and the team must play shorthanded until a minimum of 60 seconds pass at the next official stoppage.

It is expected that the powers of the video assistant referee (VAR) will be expanded to include reviewing second yellow card decisions in case of mistakes, in addition to the possibility of implementing additional reviews in some competitions.

Additionally, exploring a new offside law format proposed by the French coach Arsène Wenger is being discussed, within anticipated trials that might start in some leagues.
