Random waste disposal in Jordan is not a new phenomenon, nor did it suddenly appear. It is an old, accumulative behavior that unfortunately we have become used to, and trash has become part of the general landscape... like potholes in the streets.

The reasons are well known: lack of education, decline in values and morals, religious discourse that does not connect daily behavior with responsibility, and a distorted national culture based on loyalty to individuals, not to the nation. Above all this, there is an almost absent environmental culture, and anyone who dares to criticize is accused of "attacking the state."

The government's meeting today, and its acknowledgment of the problem, is not an achievement. This is a belated admission of their neglect. Where have they been all these years? Where are the municipalities? Where is the Ministry of Local Administration? Where is the Ministry of Environment? When neglect spans years, frankly, the excuse becomes uglier than the fault.

Yes, I am in favor of enforcing the law and punishing offenders. But the logical question is: What had the government done before the violation occurred?
Is there waste sorting?
Are there recycling centers near the people?
Is there genuine awareness?
Or is the magic solution simply a camera + a fine and that's it?

In Europe, and especially in Germany, there are designated centers for each type of waste: electrical, biological, building materials, hazardous waste... The citizen knows where to go, and the state helps them.
And here? The citizen is always blamed and service is absent.

The problem is not solved merely by deterrence. It requires partnership with the people, awareness, infrastructure, and respect for the citizen's intelligence. Half measures do not change behavior, nor do they build a sense of belonging.

And finally, let's be realistic:
A society under economic pressure, focused on earning a living, it's difficult to expect them to be environmentally pristine.
Empty bellies do not understand green slogans.
