Khaberni - The Cabinet agreed in its session held on Sunday, chaired by Prime Minister Jaafar Hassan, on a revised system for building management and urban and rural planning for the year 2025, as part of the decisions related to facilitating procedures for citizens and investors.
According to the amendments, the restrictions and conditions for licensing investment projects related to the required street capacity will be reduced, allowing these projects to be established on streets with a capacity less than previously specified, which was not less than 12 meters if the plot is served by more than one road; this is aimed at encouraging investment.
The amendments also include an exception for judicial partition transactions and the removal of joint ownership from the condition of having occupancy permits for buildings; this is to facilitate the procedures of this type of partition and to prevent their hindrance, especially since the number of judicial joint ownership removal transactions has become very numerous in light of the facilitated procedures in the real estate ownership law.
Furthermore, the amendments have reduced the fees for required parking spaces for small plot sizes, to become 2000 dinars instead of 3000 dinars for residential, and 4000 dinars instead of 6000 dinars for commercial, in case the land area is less than 400 meters.
There will also be an increase in the allowable building area percentage on plots outside the planning zones from 10% to 15%; this is to allow owners of lands outside the planning areas to build at a higher rate for residential purposes.
Moreover, the deadline for licensing existing non-compliant buildings will be extended; with the aim of providing the opportunity for a larger number of citizens to benefit from the decision to reduce the amount of penalties and fees for unlicensed buildings, especially for those buildings that have violations; this includes covering uncollected fees on buildings that have obtained a previous license with the rate of reductions, as part of the pursuit to achieve justice among citizens, especially concerning those who obtained a building licensing decision but did not complete the payment of licensing fees and penalties as required.
