Khaberni - Deputy Khalifa Suleiman Al-Diyyat addressed a message to Prime Minister Jafar Hassan concerning the death of a Jordanian citizen due to what he referred to as the procedural routine.

Subject: The death of patient Noor Al-Shoubaki due to procedural routine
Greetings,
I address you today with profound concern and deep sorrow regarding a painful humanitarian incident that touches the core of our collective responsibility to protect citizens' lives and dignity. We lost the patient, Noor Ali Abdullah Al-Shoubaki, who was in dire need of a lung transplant abroad. After completing all the official approvals, including the esteemed Cabinet's approval to cover her treatment costs and travel to the United Arab Emirates, the path of bureaucratic procedures and the complexities of administrative routine, which stretched over many months, led to a serious deterioration in her health condition. She was transferred to intensive care at the Jordan University Hospital, where she passed away while still waiting for the completion of the procedures.

This incident is not just an isolated case but represents a serious warning bell about the efficiency of governmental procedures in dealing with emergency medical cases, especially those where a citizen's life is at stake. The unjustifiable delay in completing transactions, despite the issuance of official approvals, raises fundamental questions about the execution mechanisms, the smoothness of coordination between the concerned entities, and the existence of a binding timeframe for dealing with such critical cases.
Therefore, I present this issue before you, requesting the following:
1. Opening an urgent and transparent investigation to determine responsibilities accurately, and to hold accountable those whose negligence or causation contributed to this delay resulting in this painful outcome.
2. A comprehensive review of the procedures followed in transferring patients for treatment abroad, and establishing an emergency and rapid mechanism for critical cases that ensures transactions are completed within defined and clear timeframes.
3. Enhancing coordination between the concerned official entities, ensuring that such tragedies, which cannot be justified under any circumstances, do not recur.
4. Creating a special monitoring unit for critical medical cases, tasked with speeding up procedures and accompanying applications until their actual implementation on the ground.

The dignity and life of the Jordanian citizen must be above all else, and any malfunction in the procedural system directly affects these fundamental values. This painful incident necessitates a serious and responsible stance, not only to do justice to the victim but to prevent the recurrence of such calamities in the future.
