Experts stated that the Amman Municipality's clarification regarding the role of Ruya Amman for Processing and Recycling company, the arm of the municipality in developing the solid waste management system, does not deny the privatization of this sector.
They confirmed to "Khaberni" that awarding the bid to three specialized firms, from among 30 local and foreign companies, falls under the framework of privatization according to the "outsourcing" system.
The contracting companies include coalitions and regional partnerships, among them an alliance that includes EFS and "Mikamor", alongside the Lebanese company "Maawad" in partnership with the Jordanian company "Qalada", as well as the "Emdad" company owned by the Dubai government, which operates with a local private sector partner.
They pointed out that the Amman Municipality did not directly propose the idea even in its clarification, which defended the Ruya Amman company for Processing and Recycling, and its board members, instead of explaining the details of the work of the three companies, two of which had started their duties at the beginning of this month.
They explained that contracting with these companies and obliging them to employ 70% of their workforce from the national workers, while reducing salary costs and decreasing expenses and investments on one hand, it creates similar burdens to debt services spent annually on the municipality.
They called on the municipality to constantly evaluate the performance of these companies, in order to prevent adding a new burden on the shoulders of the debt-ridden municipality.
