Communications Number Portability and 5G Deployment are Key 2026 Initiatives in Jordan

Khaberni - The Telecommunications Regulatory Authority said that during this year, 2026, it is working on several files related to the sector, among which the mobile number portability project and the deployment of fifth-generation (5G) services are notable.

In response to inquiries from "Al-Mamlaka," the Authority said that among the key files it is working on this year is the mobile number portability project, explaining that it is a strategic regulatory initiative aimed at enabling subscribers to switch from one mobile carrier to another while keeping the same number, thereby enhancing market competition, improving the efficiency of available choices for beneficiaries, and stimulating operators to improve service quality and commercial offerings.

The Authority noted that it had amended the instructions for the mobile number portability service in 2025, within a defined timeframe for implementation.

The Authority pointed out that the expected availability of cellular number transfer service in the Jordanian market will be in April 2027, after completing the necessary technical and operational requirements.

Issued in the Official Gazette, in October 2025, were the mobile number portability service instructions for the year (2025).

The number of mobile phone subscriptions in Jordan (postpaid and prepaid) is 8,475,725, of which 5,494,414 are prepaid, representing 65% of total subscriptions, and 2,981,311 are postpaid, accounting for 35% of total subscriptions, according to the Telecommunications Sector Indicators report for the third quarter of 2025 issued by the Telecommunications Regulatory Authority.

Fifth Generation

The Authority also clarified that the file on the deployment of fifth-generation services also stands out as one of its current important files, as it directly relates to enhancing digital infrastructure, supporting digital transformation, and increasing the readiness of the Kingdom for advanced applications and services.

The Authority confirmed that it is following up on the commitments of licensed companies to expand coverage and deployment according to the approved regulatory frameworks, which contributes to improving service quality and expanding the beneficiary base of fifth-generation technologies. The indicators published by the Authority show continued growth in subscriptions to this generation during 2025, reflecting the gradual expansion phase of the service in the Jordanian market.

The Telecommunications Regulatory Authority signed an agreement in August 2022, paving the way for the introduction of fifth-generation services to Jordan, with two mobile service companies (Orange and Umniah) in Jordan, and in September of the same year, the Authority signed the same agreement with the Jordanian Mobile Telephone Services Company "Zain," preparing for the introduction of the same services.

The first company launched the fifth-generation service three months after obtaining the licenses from the Authority, followed by the second company within two months, subsequently joined by the third company, according to a previous statement by the Authority.

The agreement requires each licensee to cover main areas in the Kingdom with fifth-generation services, especially city centers and industrial and commercial areas within 3 years from the date of licensing fifth-generation services.

Each licensee is required to provide fifth-generation services and make them available to no less than 50% of the population of the Kingdom within a period not exceeding 4 years from the date of licensing, and to increase this coverage by 5% each year until reaching a minimum of 75% of the population. It is noted that the government, represented by the Telecommunications Regulatory Authority, will receive a 10% revenue share from fifth-generation services and applications provided by the licensed companies.

According to a previous statistical report published by the Telecommunications Regulatory Authority on its website regarding the third quarter of 2025, the total number of fifth-generation mobile subscriptions was (287) thousand subscriptions compared to the second quarter of 2025 which had about (241) thousand subscriptions with a growth rate of approximately (19.1%), and an increase of (307%) compared to the third quarter of 2024, which had (70) thousand subscriptions at the time.
