Khaberni - The Ministry of Higher Education and Scientific Research announced the availability of full scholarships for Jordanian students offered by the Ministry of Foreign Affairs and the Ministry of Science and Education in the Republic of Azerbaijan as part of the (Heydar Aliyev International Scholarship Program for Foreign Students for the 2026/2027 academic year) in all academic programs (Bachelor's, graduate studies, medical residency) and in various specialties.

Application Requirements
• Students must not be older than (35) years for Bachelor's and general medicine programs, and (40) years for the Master's program and medical residency, and (45) years for the PhD program.
• Students must score (40) on the TOEFL exam and (5) on the IELTS exam for the Bachelor's program.
• Students must score (50) on the TOEFL and (5.5) on the IELTS for the postgraduate programs.
Application Submission Process
• First phase of submission: Submit the filled form along with all required documents to the Ministry starting from 1/3/2026 to 15/3/2026.
• Second phase: Submission through the Central Admission Service for Studying in Azerbaijan (SIACAS) (portal.edu.az). From 18/5/2026 until 1/6/2026.

• The student must fill out the application form and attach the required documents duly authenticated, and then submit them to the Ministry of Higher Education and Scientific Research / Division of Students Abroad and Cultural Agreements.
Notes:
• The student’s GPA in the high school certificate or its equivalent must not be less than (90%) to enroll in the Bachelor’s programs in (Human Medicine) and (Dentistry), and not less than (80%) in the fields of engineering, veterinary medicine, and pharmacy.
• The student’s grade must not be less than (Good) in the Bachelor’s certificate to enroll in the Master's program.
• The student’s grade must not be less than (Good) in the Master’s certificate to enroll in the PhD program.
• Azerbaijani universities recognized by the Ministry:
- Baku State University
- Khazar University
- ADA University (recognized for Bachelor’s only)
Azerbaijan Medical University
- Azerbaijan Technical University (recognized for Bachelor’s only)
• The academic year begins on 15/9/2026.
• The Ministry’s role is limited to nominating students who meet the scholarship criteria, while the Azerbaijani side handles the final admission procedures for the nominated students according to the regulations and instructions in force.
• Students must adhere to the instructions for equating non-Jordanian certifications for the year 2023 and the amended instructions for 2025.
