Government Approves Introduction of Digital Identity

Khaberni - The Council of Ministers decided in its session held today, Sunday, chaired by Prime Minister Dr. Jafar Hassan, to approve the justifications for the draft law amending the Civil Status Law for year 2026; preparing it to be sent to the Legislation and Opinion Bureau to complete the enactment procedures as prescribed.

The draft law is in line with government directives promoting the development of public administration and implementing digital transformation programs; it involves introducing the concept of digital identity within the regulatory framework governing the Civil Status and Passports Department.

The draft law aims to establish a clear legal validity for the digital identity as an official approved means of identification, alongside the personal ID card issued by the department, granting it the same legal effect in proving and endorsing the information contained within it, and obliging government and private entities to adopt it according to the provisions of the law and the regulations and instructions issued under it.

This amendment is intended to enable citizens to perform their transactions electronically in a secure, reliable, and legal manner; ensuring the protection, integrity, and confidentiality of personal data.

This project also aims to establish a legal basis for regulating the form, content, and mechanism of issuing and using digital identity, achieving integration between traditional and electronic means, and keeping up with technological advancements and best international practices in the field of digital identity and electronic transactions.
