Jordan Implementing the PreMarital Medical Examination System for the Year 2026

Khaberni - The "Tawasol" electronic participation portal published the pre-marital medical examination system for the year 2026.

According to the portal's website, the amendment to the pre-marital medical examination system aims to enhance the preventive approach in public health and to reduce the spread of certain hereditary diseases like thalassemia and sickle cell anemia.

The consultation period on the system starts from February 1 to 19, 2026.

According to the site, the system amendment aims to enhance preventive measures to limit the spread of hereditary diseases such as thalassemia and sickle cell disease.

It also aims to activate the role of genetic counseling centers due to their importance in disease limitation.

The system also aims to regulate and unify the mechanism of pre-marital medical examinations.

The system allows the minister to determine the service fee for conducting the medical examination specified in paragraph (a) of this article, which mandates that the competent authority for conducting the marriage contract before notarizing it must oblige both parties to undergo a medical examination in the laboratory, and to review the center for issuing the necessary form to complete the marriage contract.

Subsequently, here is the text of the system:

Article (1)

This system shall be called (Pre-Marital Medical Examination System for the Year 2026) and shall come into effect ninety days after its publication in the Official Gazette.

Article (2)

The following words and phrases, wherever mentioned in this system, shall have the meanings assigned to them below unless indicated otherwise: -

The Ministry: Ministry of Health.

The Minister: Minister of Health.

Thalassemia: Mediterranean anemia, and for the purposes of this system, it refers to beta thalassemia.

Medical Examination: A lab test for thalassemia and sickle cell anemia and any other tests that the minister decides to adopt.

The Laboratory: Any laboratory approved by the minister to conduct medical examinations.

The Center: The health center affiliated with the Ministry and approved by the minister to assess the medical examination results and to carry out the necessary to finalize the marriage contract.

Genetic Counseling Center: Centers approved by the minister to provide genetic counseling to those planning to marry, referred from the center.

The Form: The forms used to implement the provisions of this system.

Compatible Result: Compatibility of the pre-marital medical examination (that the medical examination results of one or both fiancés are unremarkable)

Incompatible Result: Incompatibility of the pre-marital medical examination.

Article (3)

a- The competent authority for conducting the marriage contract must, before notarizing it, obligate both parties to undergo the medical examination in the laboratory and review the center to issue the required form to complete the marriage contract.

b- If the result is compatible, the fiancés are granted a form to finalize the marriage contract, and if incompatible, they are referred to the genetic counseling center.

c- At the genetic counseling center, the fiancés are notified of the consequences of completing the marriage and the probabilities of their children being affected by thalassemia and/or sickle cell anemia with the possible proportions and expected complications, and they sign the adopted forms for this purpose.

d- The presence of the fiancés or their agents at the center's doctor is not mandatory if the result is compatible, provided that they are supplied with the results.

e- If the result is incompatible, the fiancés must personally attend the genetic counseling session at the center, and if one of the fiancés is unable to attend because they are abroad, it is possible to communicate with them through one of the available electronic means.

f- The minister has the right to determine the service fee for the medical examination specified in paragraph (a) of this article.

g- No fees or charges are to be collected for issuing the form specified in paragraph (a) of this article.

Article (4)

The procedures of the medical examination are confidential and whoever accesses them must maintain total confidentiality regarding the contents of the forms under penalty of legal accountability.

Article (5)

Anyone who violates the provisions of this system shall be subject to the penalties stipulated in the Public Health Law.

Article (6)

The minister shall issue the necessary instructions to implement the provisions of this system, including:

a- Approving laboratories, centers, and genetic counseling centers.

b- Issuing forms related to the result of the pre-marital medical examination.

Article (7)

The Pre-Marital Medical Examination Regulation No. (83) for the year 2015 is hereby repealed, provided that the instructions issued pursuant thereto shall remain in effect until replaced in accordance with the provisions of the system.
