Khaberni - It is well known that the concept of popular elections is the source of authority and the basis of legislation, but if we look at the issue from another perspective, we ensure a legitimate election process and a new mechanism for legislation, oversight, and accuracy and speed in implementation and performance.
Initially, regarding the provincial councils which are allocated amounts in the general budget exceeding 220 million dinars for services and capital expenses in each province and under the experience of decentralization after two consecutive sessions, they failed to achieve the investment file and implement it on the ground, not to mention the delay in the execution of many projects for many reasons that I cannot mention here. Going to the file of the House of Representatives, we find 150 deputies, whether party-affiliated or independent, representing all provinces with separate budgets that exceeded approximately thirty million dinars, and with the presence of parties and party programs, we are still far from the real party work where we could not translate the royal vision into reality and we are still at square one due to not empowering competencies in party work due to the presence of opposing forces fighting the idea of parties, and I believe we need a very long time until parties can truly practice their role and translate it institutionally inside the National Assembly and the committees which are the political kitchen of the council.
Therefore, we do not have the luxury of time to wait and evaluate, and I will put forward a proposal that hopefully finds attentive ears, which is to cancel both the provincial councils and the House of Representatives so that competent and highly experienced individuals are appointed to convey the needs and demands of each province directly to the Cabinet through official communications and set a separate budget for them in every province, and their connection and communication will be directly with the presidency of the Cabinet, thus we would have saved 250 million dinars that would have gone without result or implementation and the process continues aimlessly, supervision will be direct by the deputies who were selected in every province, and in case any dysfunction or delay occurs in the work, they will intervene directly to correct the course of work and accordingly, all the capital projects allocated in the budgets for each province will be executed well and all budget-related issues will be followed up immediately and urgently, with the remaining House of Lords by popular election by the people in all provinces and setting a separate budget for them and specific tasks and powers.

And let's not forget the evaluation file for every member in the House of Representatives for each province on a monthly basis and its follow-up by a specialized committee from the presidency of the Cabinet due to their fieldwork and following up on all issues involving the tasks assigned to them according to legislation, thus we have distributed all tasks and powers and fought the deadly bureaucracy in our governmental institutions and we reduced the deviation rate between the actual and estimated expenses in the general budget, by precisely calculating the estimated expenses and counting all projects at their true values with extreme accuracy, in addition to saving huge financial sums for the state due to the large costs of preparing and organizing elections for the House of Representatives and provincial councils, not to mention the tribal separation which is unconvincing to many people because tribalism usually results in individuals who are far from institutional work and the competence and experience required for those tasks and responsibilities.
