Khaberni - The Legislation and Opinion Bureau published a draft of an amended system for civil aviation fees for the year 2025M, which the government justified last Sunday.
The system comes for the purposes of licensing drone activities and modifying the designations of the technical departments of the Civil Aviation Regulatory Commission, including texts on articles not previously covered by the civil aviation fees system and rewriting some texts. It comes in response to operational and regulatory challenges and aims to build a more equitable, transparent, and sustainable system. It supports the infrastructure for development, stimulates growth in the sector, and standardizes fees across airports in the Kingdom.
Among the most prominent aspects of the amendment to the system are enhancing sustainability and operational efficiency. It aims to keep up with the rapid technological developments in air navigation systems and provides additional and necessary funding sources to enhance infrastructure and expand operational capacities, especially with ongoing development work at Amman Civil Airport and King Hussein International Airport in Aqaba.
The amendment includes covering costs for services not previously covered, such as the use of runway lighting in special operational situations, to ensure fairness among all service users, achieve operational equity, and create a stimulating environment. It also addresses previous distortions by achieving a fair balance between the interests of various airlines, creating a competitive environment on equal footing.
For the first time, the system introduces incentive tools specifically designed to support regional aviation activities, light and recreational aviation, aiming to diversify the aviation sector and enhance the movement of aviation in the Kingdom.
The system also works to enhance regional competitiveness by addressing an important regulatory gap through setting clear frameworks for regulating drone activities, gliding, and recreational flying, thereby enhancing Jordan's competitive position on the regional aviation map. It also enhances transparency and discipline in regulatory operations by addressing the issue of repetitive fees and undetailed comprehensive fees, where the new structure has become clearer and more transparent, and the fee value is directly linked to the technical effort and the number of working hours required to provide the service, ensuring greater fairness.
Below is a draft of the amended system for civil aviation fees for 2025:
Article 1 - This system shall be named (Amended System for Civil Aviation Fees for 2025) and shall be read in conjunction with System No. (106) for 2018 referred to in the following as the original system and its amendments as a single system and shall come into effect from the date 1/9/2025.
Article 2 - Article (4) of the system shall be amended as follows:
Cancel the text of Article (4) and renumber.
Article 3 - Article (5) of the system shall be amended as follows:
- Amend the beginning of the article to become: The fees and charges for the use of airports in the Kingdom shall be as follows:
- Adding the following text at the end of clause (2) of paragraph (a) thereof:
Also, it shall be collected during the day if the runway is lit based on a decision by the control tower due to reduced visibility or based on an aircraft request.
Amend the beginning of paragraph (e) thereof to become: e. Use of the passenger building.
Amend the beginning of clause (1) of paragraph (e) thereof to become: (The airport operator shall collect a fee) instead of (a fee shall be collected).
Amend the beginning of clause (2) of paragraph (e) thereof to become: (The fee shall be collected) instead of (the fee is collected).
Add paragraph (z) at the end of Article (5) with the following text: z- A fee of (50%) of the dues payable under the provisions of paragraphs (a), (b), (c), and (d) of this Article shall be collected, except as provided in clauses (4) and (5) of paragraph (a) and clause (3) of paragraph (b) concerning operations to King Hussein International Airport.
Article 4 - Article (10) shall be amended by adding clause (27) to the table provided in paragraph (a) thereof as follows:
