Jordan Issuance of instructions for the qualification and licensing of communication facilitation experts with people with dis

Khaberni - Issued in today’s edition of the Official Gazette, Thursday, instructions for the qualification and licensing of certified experts in facilitating communication with people with disabilities during the investigation and litigation stages for the year 2025, issued pursuant to paragraph (b) of Article (31) of the Rights of Persons with Disabilities Law No. (20) of 2017.
According to Article (1), the instructions will take effect from the date of their publication in the Official Gazette, and Article (2) explained the definitions and basic terms, including: the Committee, the Objection and Complaints Committee, the certified expert, the examination, and the license.
It was clarified according to Article (2) that the Committee is one of the technical committees formed under the provisions of these instructions, and that the Objection and Complaints Committee is the committee responsible for considering and deciding on objections and complaints concerning actions committed contrary to the provisions of the law and the regulations and instructions issued under it.
The certified expert is a person who has obtained a license to communicate during the investigation and litigation stages and in other related fields as determined by the Council with deaf persons, deaf-blind persons, blind persons, persons with intellectual disabilities, persons with neurological disabilities, persons with speech disabilities, and any other disabilities as determined by the Council.
Article (2) also pointed out that the examination includes a theoretical, cognitive, and practical test, general and specialized, which the applicant for the license undergoes, prepared by the Council according to the provisions of these instructions and the principles issued under them, while the license is defined as the practice license issued by the Council to the certified expert under the provisions of these instructions.
Article (3) stipulated that technical committees called Committees for the Qualification and Licensing of Certified Experts in Facilitating Communication with Persons with Disabilities are formed by a decision of the President of the Higher Council for the Rights of Persons with Disabilities, chaired by one of the middle management employees in the Council and the membership of two employees from the competent organizational unit in the Council appointed by the Secretary-General, and one of the members of the Board of Trustees appointed by the President of the Council.
