In the context of government efforts to stimulate investment in the agricultural sector and enhance sustainable local development in the Jordan Valley areas, and through updating legislation and expanding opportunities to benefit from agricultural land in line with modern development directions, came within the Cabinet decisions on Wednesday 22/10/2025,Khaberni -  Announcement of the revised system for leasing agricultural units andother lands in the Jordan Valley for the year 2025 supports agricultural investment. 

This revised system aims to broaden the base of beneficiaries from agricultural land and open up opportunities for new categories of investors and farmers ,andsupport emerging projects to increase employment opportunities and encourage youth and women to establish agricultural projects ,in addition to enhancing flexibility in the application of the system's provisions and evaluating projects enabling the Jordan Valley Authority to deal with different cases , andaddressing the issue of maximum lease areas and allowing leasing of larger units in case of integrated investment projects. Also unifying provisions to include the Wadi Araba region within the same system applied to the rest of the Jordan Valley areas.

The application of this revised system achieves positive effects and contributes in achieving a series of desired results on different levels whether economical or social or environmental, and among the most important are stimulating agricultural investment by working on encouraging the establishment of agricultural projects and food industries and modern agriculture with high economic viability andattracting local and foreign investors to launch integrated projects in the Jordan Valley.And reducing unemployment bycreating new job opportunities through providing direct and indirect employment opportunities in agricultural, service, and logistical sectors, which contributes to improving living standards, in addition to contributing to poverty reduction through increasing income and stimulating local productive activities, especially in areas with small holdings,andenhancing the ability to adapt to climate change through enabling farmers to adopt smart agricultural systems climate-wise and using renewable energy and modern irrigation systems within larger and more efficient spaces.

On the other hand, the adoption of this system will work towards achieving comprehensive local development bysupporting integrated projects (agriculture , manufacturing , marketing) to enhance the added value of any agricultural production chain in agricultural areas and increase benefit to farmers. And enhances justice and transparency through a clear mechanism that ensures realistic assessment of projects and granting of lands according to clear and fair standards, andunifying systems between the valley areas by subjecting the Wadi Araba region to the same provisions applied in the other areas of the valley to facilitate unified planning and achieve fairness in development opportunities.

 

 

 

It is expected  that this amendment will mark a turning point in the path of agricultural and economic development in the Jordan Valley, as it addresses the economic aspect by working on reducing poverty and unemployment through enabling productive projects, and from the agricultural aspect it works on increasing productivity and expanding the investment in agriculture,while the environmental aspect provides support for sustainable agriculture and adaptation to climate change supporting the achievement of the Sustainable Development Goals 2030.
