Khaberni - The Administrative Committee in the House of Representatives, chaired by Deputy Lawyer Mohammad Salameh Al-Ghweri, recommended the necessity to review the appointment mechanisms in the public sector, to enhance transparency and justice principles in employment procedures, to ensure the restoration of citizens' trust in state institutions.

This came during the committee's meeting today, Wednesday, to discuss the appointment file from the reserve of the General Service and Administration Authority, in the presence of the Minister of State for Public Sector Development, Badriyah Al-Bilbeisi, the head of the Authority, Engineer Fayez Al-Nahar, and a number of concerned officials.

Al-Ghweri stated that the committee listened attentively to the deputies' remarks expressing citizens' concerns about the recent shifts in employment policies, emphasizing that the committee aims to find realistic solutions that balance competence and merit, and restore trust in the government's appointment mechanisms.

He pointed out that the current loss of trust is due to some unfair conditions and practices in job advertisements, calling for a comprehensive review to ensure justice between new graduates and those with advanced roles in the civil service reserve.

Al-Ghweri stressed that administrative reform is only complete when citizens feel that opportunities are available to everyone with fairness and transparency, affirming the committee's continued monitoring of the file and raising necessary recommendations in cooperation with the government.

In turn, the deputies, Ahmed Al-Shudayfat, Ahmed Al-Alimat, Hussein Al-Amoush, Naseem Al-Abbadi, Tareq Bani Hani, and Ibrahim Al-Sarrayreh, called for a review of the appointment basics and the regulation of top-tier appointments, and to accelerate the filling of positions in vital sectors, while enhancing supervision over employment procedures.

For her part, Al-Bilbeisi clarified that the government is working on updating appointment systems and procedures and activating electronic employment, in coordination with the House of Representatives and regulatory authorities, to ensure that the new policies are professional and serve the public interest.

Meanwhile, the head of the Authority, Engineer Fayez Al-Nahar, confirmed that the Authority is committed to achieving justice and equal opportunities for all graduates, noting that the recent appointments considered geographic and specialist distribution of positions, where since the beginning of the year, 1825 people have been appointed from the reserve, including 537 awaiting more than 15 years.

 

12 Recommendations: 

At the end of the meeting, the committee concluded with a package of practical recommendations aimed at correcting the appointment mechanisms and enhancing justice and transparency in employment procedures within the public sector, stating that these recommendations form a roadmap for reforming the appointment system and ensuring equal opportunities for all applicants, highlighted as follows:

1. Partly returning to the appointment system from the civil service reserve at a ratio (50% from the reserve and 50% from open advertisements).

2. Distributing percentages evenly for each specialty without leaving it to the discretion of the ministries.

3. Requiring announcing entities to clarify the justifications for conditions in advertisements (age, grade, experience).

4. Review competitive exams considering the year of graduation and practical experience.

5. Implement training and qualification programs for old graduates before re-entering competition.

6. Organizing an interview mechanism to prevent applicants from distant provinces from suffering.

7. Establishing objective criteria for appointing senior leaderships.

8. Transparently publishing the results and selection criteria.

9. Achieving justice in geographic distribution of appointments across provinces and districts.

10. Adopting the principle of linking the job to the place of residence at appointment.

11. Enhancing media communication to clarify the mechanisms of exams and interviews to the public.

12. Establishing a unified electronic platform for appointments in the public sector under the supervision of the General Service and Administration Authority.
