Khaberni - Which is more effective, factories or citizens? A question pending an answer

After four decades of studying engineering and undergoing many experiments in this vital field, my thoughts have led me to find practical solutions to a problem plaguing various countries involving regulations and rules for vehicle speed limits and establishing formulations and international cooperation to set common criteria and indicators that limit speeds at manufacture (90-120) kilometers per hour.

All countries in fact have an understanding and international cooperation on setting concepts and standards that restrict the maximum speed limit for vehicles in all countries between (90-120) kilometers per hour.

If this case is studied globally according to the highest degrees of professionalism and standards and best practices, we find that there are millions of traffic police officers in all countries of the world, cameras, financial and supervisory circuits, various courts, buildings, facilities, and legal and financial violations, and perhaps reaching prison sentences, along with subsequent procedures and different mechanisms, all of which contribute to the depletion of human and financial resources of countries and create a state of tension and anger among citizens, despite the noble and appreciated goal of protecting lives and property. But don't we need to think outside the box?

All this raises the most important question: Which is more worth dealing with "100" vehicle manufacturers by allowing them to manufacture vehicles according to specific standards that do not exceed "120" km per hour at the maximum and granting licenses on this basis, which saves human and financial resources and enhances protection and preservation of citizens' lives and properties, or millions of traffic officers and surveillance and financial cadres, facilities, and the consequences of forces and circuits working around the clock on this matter?

Therefore, solutions exist and are easy to implement and execute, but they require everyone to think outside the box and to someone who rings the bell.
