14 Points Details of the Framework Agreement Between Israel and Lebanon

Khaberni - Israel and Lebanon have signed a framework agreement after 4 continuous days of direct negotiations held in Washington during a fifth round under American auspices.

The agreement stipulates that Israel and Lebanon declare their intention to end the conflict between them, address its underlying causes, end any state of war, and commit to a clear process under which Lebanese forces regain effective sovereignty over Lebanese territory.

It also stipulates that the Lebanese army gradually assumes full security responsibility in two pilot regions in southern Lebanon.

The following is the full text of the framework agreement signed between the two countries:

1. Israel and Lebanon affirm the right of each state to exist in peace, and their mutual desire to live securely as two sovereign and neighboring states. By this framework, both parties declare their determination to end the conflict between them permanently, address its underlying causes, and formally end any existing state of war. This framework, achieved after multiple rounds of direct negotiations between both parties, is based on previous agreements and understandings that have been successful, and expresses a joint determination to make irreversible progress toward comprehensive settlement of all outstanding issues between the countries. Both parties affirm their determination to address these issues as two sovereign states, through direct bilateral negotiations, with mediation by the United States and its support.

2. The government of the State of Israel and the government of the Republic of Lebanon commit to a mutual and gradual process, with a clear sequence and specific conditions, whereby the Lebanese armed forces extend the state’s actual authority over all Lebanese territory, following verification of the disarmament of non-state armed groups and dismantling of their infrastructure. This allows Israeli forces to gradually redeploy outside Lebanese territory. Details of this process are specified in a security annex prepared with full support from the United States and complementing this framework. The framework sets out the required measures, security arrangements, and necessary verification mechanisms to advance this process. The successful implementation of this framework will pave the way for a stable and peaceful relationship between the two countries, and enable Israeli forces to redeploy outside Lebanese territory.

3. In accordance with the security annex, and as part of a broader effort to solidify the Lebanese state’s monopoly on arms and extend its sovereignty throughout its territory, the Lebanese armed forces gradually take full and effective security responsibility in pilot areas. These areas serve as the mechanism through which the phased and verified redeployment of Israeli forces is executed, in parallel with the deployment of the Lebanese armed forces. The Israeli forces and Lebanese armed forces have agreed on two initial pilot areas, with any subsequent pilot areas to be agreed upon by consensus between the parties. Upon verification of the successful disarming of non-state armed groups and dismantling of their infrastructure in these areas, the Lebanese armed forces take full and effective security responsibility there, begin reconstruction efforts with international support, and Lebanese civilians are able to safely return to those areas under the exclusive control of the legitimate Lebanese authorities. The United States intends to work closely with both countries to verify and support the implementation of this process.

4. The government of the Republic of Lebanon reaffirms its firm and irrevocable commitment to restore and exercise its full sovereignty over all its territory. The government of the Republic of Lebanon commits to re-establishing the state's monopoly on the use of force, achieving complete and verified disarmament of all non-state armed groups, ensuring these groups no longer play any military or security role, and ensuring they do not possess any armed capabilities anywhere on Lebanese territory. Under this framework, the government of the Republic of Lebanon seeks support from international partners, especially Arab partners led by the United States, to achieve this end.

5. The government of the State of Israel affirms that its military operations in Lebanon have been solely in response to attacks, threats, and hostile intentions from non-state armed groups, particularly Hezbollah. The Israeli government emphas
