Attention to the Integration of Artificial Intelligence into the Sanad App

Khaberni  - A knowledgeable government source in the digital economy sector confirmed that the government aims to utilize artificial intelligence in the “Sanad” government app by providing information and responding to inquiries to facilitate citizen services.

The source said, "The government has issued a special tender in recent weeks to introduce artificial intelligence to the services of the 'Sanad' platform," according to Al-Ghad.

The source explained that the tender is named the SANAD AI Chatbot Development Project.

He mentioned that through this tender, the government has invited qualified local companies, or joint coalitions between Jordanian and international companies, to submit their prequalification proposals for the execution of this vital project.

He pointed out that the purpose of this prequalification is to prepare a shortlist of companies technically and financially capable of designing, developing, deploying, and maintaining the Sanad AI smart chatbot, as a national bilingual chatbot platform in Arabic and English, multi-channel, and AI-supported, to assist Jordanian citizens in accessing e-government services.

In detail, the source told Al-Ghad that "the tender requires bidders to demonstrate their prior experience in implementing AI-based platforms, natural language processing systems, chatbots, and similar large-scale projects for public or private sector entities."

He noted that the prequalification process will be conducted in accordance with the requirements of the Government Procurement Law No. 8 of 2022.

Regarding the importance of the project and the resulting services or development, the source explained that the scope of the project aims to design, build, and deploy a smart chat platform that prioritizes Arabic, is multi-channel, and serves as a unified digital interface between Jordanian citizens and government services.

According to the project scope, the source said, "The platform is planned to adopt enhanced retrieval-based generation and understand natural language to provide immediate, accurate, and context-aware responses through multiple communication channels including: the website, the Sanad mobile app, WhatsApp, Facebook Messenger, and future voice integration."

He affirmed that according to the tender, the bidder must provide a comprehensive solution that includes the following: system architecture, data flow, integration with existing Sanad systems and government APIs, a secure and scalable infrastructure supporting both local environments within the ministry and cloud environments in a hybrid model, alongside customizing AI models to support Jordanian dialects and bilingual communication in Arabic and English, and developing, testing, and deploying the chatbot across all targeted channels. The tender also includes providing training, knowledge transfer, capacity building for technical teams at the Ministry of Digital Economy and Entrepreneurship, and ongoing maintenance and improvement services.
