Libya 7 years in prison for a security leader convicted of torturing prisoners

Khaberni - The Libyan Attorney General announced on Sunday - the issuance of a judicial ruling sentencing Osama Najim, a security leader wanted by the International Criminal Court, to 7 years and 4 months imprisonment, after his conviction for committing violations against prisoners in a correctional institution in Tripoli.

The Attorney General Al-Sadiq Al-Sour said in a statement that within the local jurisdiction, the Criminal Court issued a verdict convicting Najim, the head of operations and judicial security management.

The statement added, "The Public Prosecution instituted a public lawsuit against the administration official for violating the rights of inmates in the main Tripoli institution for reform and rehabilitation, who reported to the Public Prosecution their exposure to torture and harsh and degrading treatment.

It continued that the Tripoli Criminal Court convicted the accused in its last session, and sentenced him to 7 years and 4 months in prison, in addition to depriving him of his legal eligibility and depriving him of his civil rights throughout the execution of the sentence and for a year after its expiration.


Arrest Warrant
Pursuant to an arrest warrant issued by the International Criminal Court, the Italian authorities arrested Najim on January 19, 2025, on charges of torture, enforced disappearance, and human rights violations.

However, the Italian authorities released him for undisclosed reasons without handing him over to the court, which caused a considerable local and international uproar, exposing the Italian government to widespread criticism.

On May 18, 2025, Abdul Hamid Dbeibeh, the head of the Libyan Government of National Unity, announced Najim's removal from his duties.

Dbeibeh said in a televised speech, "We were surprised by the International Criminal Court's report on Najim's crimes, the prison official, so how can we trust someone who raped a 14-year-old girl."

He added, "We cannot accept the continued presence of the criminal Najim after what I read in the report of the International Criminal Court."

On November 5, 2025, the Attorney General announced the imprisonment of Osama Najim on charges of violating the rights of inmates of the reform and rehabilitation institution in Tripoli, subjecting them to torture and harsh and degrading treatment, and causing the death of an inmate as a result of torture.

On the 26th of the same month, Nazhat Shameem Khan, Deputy Prosecutor of the International Criminal Court, during a briefing before the International Security Council, stated that the court is seeking to confirm Najim's arrest in Libya and transfer him for trial there.

Najim was appointed in 2021 as the director of the reform and rehabilitation institution affiliated with the judicial police at the Ministry of Justice in Tripoli, and while holding his position, he supervised the prisons that were nominally under the supervision of the judicial police, in addition to presiding over the judicial police in Mitiga prison since 2016.
