Khaberni - Lara Al-Khatib, the President of the Telecommunications Regulatory Commission, revealed on Tuesday that the commission plans to offer a service to switch between telecommunications companies using the same mobile number in the first quarter of 2027.
Al-Khatib added that the Telecommunications Regulatory Commission is about to issue a tender for companies that will undertake the technical execution of this project.
She pointed out that there are companies re-selling satellite Internet services in Jordan, stating that two companies have applied for a license, and if they meet the conditions and requirements, they will be licensed.
Instructions for the Mobile Number Porting Service for the year (2025) were issued in the Official Gazette in October 2025.
The mobile number portability service is defined as the service that is provided by the operator to mobile phone subscribers, which allows them to keep their mobile phone numbers when switching from one operator to another, and the mobile number porting service center is defined as the center that has obtained a permit from the Telecommunications Regulatory Commission, and is contracted with mobile network operators to operate and manage the mobile number porting service, while the "recipient operator" is defined as the operator that will activate the mobile number on its network after the transfer process is completed, whereas the provider operator is defined as the operator that has the mobile number active on its network at the time of the transfer request.
According to the instructions, the subscriber wishing to transfer a mobile phone number or numbers must submit a transfer request at one of the recipient operator’s branches or approved sales points, or through any other available and approved means of the Telecommunications Regulatory Commission. The recipient operator begins the process of transferring mobile phone numbers, managing the transfer on behalf of the subscriber.
The subscriber also confirms the transfer process by sending a free text message to the mobile number porting service center after submitting the transfer request.
The number transfer for the subscriber must be completed within a maximum of one working day from the date the transfer request is submitted, according to the controls specified in the document, which sets the terms of number transfer and the duration of completing the transfer process, including collective number transfers stipulated in the document.
Mobile network operators are committed to initiating contracting procedures with the mobile number porting service center to operate and manage this service, automating the number transfer process from the submission of the transfer request, integrating their systems and networks with the number porting service center, including the processes of verification, deactivation, and activation. They are also required to adhere to the procedures of the number transfer process as stipulated in these instructions, and not to reject any number transfer request except in cases specified in the document. They are tasked with issuing and publishing explanatory guidelines for subscribers that clarify the transfer procedures; to ensure a smooth transition and retain all data and information related to number transfer operations for no less than (12) months, and provide it to the authority upon request.
The mobile number porting service will be operated and managed through the number porting service center.
The instructions stipulate that the recipient operator is required to return the transferred number to the provider operator, in addition to bearing all costs associated with it, if it is proven that the transfer of the mobile phone number was carried out contrary to what is stipulated in these instructions. The mobile number porting service is subject to the provisions contained in the document, which determines the procedures, conditions, and functions associated with the transfer process, in addition to the responsibilities of the relevant operators; to ensure an effective transfer experience focused on subscriber service.
The project is implemented according to the stages set out in the project plan, completing within a maximum of (18) months from the date the provisions of these instructions come into effect, and the operator that violates the provisions of these instructions or the project plan or any stage of it, will be subject to the penalties stipulated in the law and the licensing agreement.
