Is it Time to Establish the Jordan Agriculture Chamber A Step for the Development and Regulation of the Agricultural Sector

Amid economic, environmental challenges, and accelerated geopolitical conditions, the agricultural sector in Jordan emerges as a fundamental pillar in food security and the national economy. Despite this, the sector faces a set of challenges, notably climate change, water resource scarcity, and rising production costs, in addition to weak logistical and marketing infrastructure. With the continued fragmentation of efforts and the absence of a unified institutional umbrella representing all parties involved in the sector, there is an urgent need for a fundamental reform plan manifested in the establishment of the "Jordan Agriculture Chamber".
The current state of the agricultural sector reveals the magnitude of long-standing challenges, as it suffers from the absence of a comprehensive entity representing farmers, producers, exporters, and agricultural service providers, where these parties are distributed among various unions, associations, federations, and bodies, usually with limited impact on decision-making due to scattered efforts and lack of alignment. In contrast, the commercial and industrial sectors enjoy strong and influential institutional representation through active chambers that defend their interests and participate in public policy and decision-making in a way that benefits these sectors.
The agricultural sector faces other challenges such as weak data and market analysis, weak logistical infrastructure including sorting, packaging, filling, grading, storing, transporting, and cooling operations, leading to a decline in the competitiveness of Jordanian agricultural products in regional and international markets and the loss or waste of significant investment and export opportunities.
In the institutional framework for reform and regulation, the establishment of "Jordan Agriculture Chamber" represents a strategic step towards reorganizing the sector within a unified institutional framework that grants it a strong and influential voice in shaping national policies and strategies and representing the agricultural sector in regional and international specialized agreements and memorandums of understanding with countries and agricultural bodies from authorities, organizations, and others to make achievement a reality rather than an ephemeral part among other entities.
The importance of the chamber is not limited to the representational aspect in various entities but extends to include comprehensive developmental regulatory roles, as through the chamber, agricultural representation can be unified and the sector's participation in decision-making can be enhanced to achieve a better balance among various economic sectors. It contributes to developing agricultural value chains by improving product quality from the farm to the consumer through the development of sorting, packaging, storing, transporting operations, and others.
The chamber plays a pivotal role in enhancing the competitiveness of Jordanian agricultural products by supporting export and external promotion, building a national brand that reflects the quality of local products, and it can organize participation in international exhibitions and open new markets. At the local level, the chamber can contribute to market organization and support providing essential agricultural products at prices suitable for the local consumer through providing accurate data and predictive analysis of supply and demand, which helps in reducing production chaos, minimizing losses, and achieving relative price stability in cooperation between ministries and official and private concerned parties according to their roles and supporting the activation of roles in line with the development of the agricultural sector.
Amidst global transformations in support of innovation and digital transformation of smart agriculture and digital technology, the importance of having a specialized entity that supports innovation and keeps up with these changes appears, and here the agriculture chamber can be a platform for connecting farmers with modern technologies and supporting their access to international certificates in various applications and enhancing production efficiency. In addition to the possibility of the chamber supporting entrepreneurship and empowering youth and women and expanding green economy opportunities, which contributes to achieving sustainable development and reducing unemployment especially in rural and remote areas in Jordan.
It is mindful that establishing the agriculture chamber requires issuing a legal framework that grants it independence and defines its authorities, as well as it should include a fair representation of various agricultural activities and integrated coordination with commercial and industrial chambers in a way that aligns with the vision of economic modernization and national strategies and reduces overlap or duplication of roles in actual establishment steps and the transition from idea to implementation.

The establishment of the Jordan Agriculture Chamber is a national necessity imposed by the challenges of the current stage and the need to organize the sector, enhance its competitiveness, and boost its role in food security and economic development, and it is a step to establish a strong umbrella that gathers all sector parties under one entity and build a more organized, competitive, and sustainable agricultural sector to ensure governance, transparency, and fair representation, and perform the vital role in achieving food security and supporting the national economy.
