Saudi Arabia Ranks First Globally in the 2025 Digital Readiness Index

Khaberni  - Saudi Arabia achieved the first place globally in the 2025 Digital Readiness Index issued by the International Telecommunication Union (ITU), after scoring about 94 points out of 100 in the "very high" category, compared to 90 points last year, jumping from fourth to first place globally.

The Digital Readiness Index is one of the international indicators specialized in measuring national readiness for digital systems through the evaluation of systems, communication policies, technology, and governance tools, based on analytical outputs including digital regulatory maturity, and development of sector regulations, while the index includes 117 indicators spread over 9 main axes.

Saudi officials appreciated the Kingdom's achievement of the first place globally in the 2025 Digital Readiness Index, as Abdullah Alswaha, Minister of Communications and Information Technology, wrote on his "X" account: "A historical achievement through the efforts of the dedicated and creative, champions of digital transformation and artificial intelligence in all sectors".

For his part, Ahmed Alsuwaiyan, Governor of the Digital Government Authority, said: "A national achievement that embodies the integration of efforts among government entities, and confirms the steady progress towards building a thriving digital economy in accordance with the goals of Saudi Vision 2030".

Saudi Arabia has taken significant measures to enhance its digital presence, while its leading position globally in the 2025 Digital Readiness Index marks it as a model in building an enabling digital environment, through adopting regulatory practices, enhancing decision-making based on data, and supporting the integration of roles among related entities, thereby increasing the resilience of the digital system and its ability to keep up with the fast and global technological changes.

Parallel to this, Saudi Arabia achieving the first place globally shows the magnitude of work on developing regulatory frameworks and legislation, enabling digital markets, and enhancing the efficiency of institutional structures, which has granted Saudi Arabia the ability to reach the "very high" category that includes a limited percentage of the countries in the world, reflecting its international leadership and the robustness of its developmental journey in the telecommunications and technology sector.
