Jordan Traffic Law on the table of the House of Representatives again

Khaberni - The House of Representatives holds a legislative session on Wednesday to discuss law projects approved by its committees, and the amended draft law for insurance contracts that was returned to it from the Council of Senators.

Following the session, the Agriculture and Water Committee discusses various topics related to achieving food security sustainability and providing fodder for livestock.

The Women and Family Affairs Committee explores frameworks to enhance community culture in supporting children's orientation towards vocational paths at the Vocational Training Corporation, while the Youth, Sports, and Culture Committee meets a group of youth affiliated with the Higher Council for the Rights of Persons with Disabilities.

The Senators amended Article (99) of the draft law, which criminalizes the purchase of rights arising from a vehicle insurance contract "the tow", where the council reduced the penalty to "not less than 3,000 dinars and not exceeding 30,000 dinars", while raising the minimum penalty for imprisonment from 3 months to 6 months.

The House of Representatives approved penalties for purchasing the rights arising from a vehicle insurance contract, with imprisonment for no less than 3 months and not more than 3 years, or a fine of not less than 10,000 dinars and not exceeding 50,000 dinars, or both penalties, to be doubled in case of recurrence.

The Senate's amendments stipulate that the insurance contract is terminated if the policyholder fails to pay within 60 days from the notification date instead of 30 days as approved by the deputies.

The project sets rules for organizing all stages of the insurance process, from submitting the proposal to signing the contract and executing it, clarifying general and special terms, coverages, exceptions, and essential data such as the nature of risks, amount of insurance, premium, and effective date.

It also defines the legal obligations of both parties to the contract, regulates cases of termination and their effects, and the statute of limitations related to the resulting claims, taking into account the particularities of different types of insurance (life, medical, marine, against fire, and reinsurance).

* Amended Traffic Law

The House of Representatives also discusses the decision of its joint committee (Legal, Public Services, and Transport) which includes the Traffic Law Amendment Bill for the year 2026, after having been approved on Tuesday.

The draft law aims to enable citizens to conduct all transactions related to the sale and purchase of vehicles, including payment collection, using electronic means, applying remote transactions, and adopting electronic signatures to complete transactions.

This purpose will be achieved by adopting the electronic signature at the notary in vehicle sale and purchase transactions; allowing the completion of the sale without the physical presence of a notary through the use of electronic communication means, visual and audible communication methods, and the electronic signature, in the notary's transactions conducted by officers and non-commissioned officers working in the Licensing Administration.

* Abu Khashibeh mining agreement

The House of Representatives also discusses the decision of the Energy and Mineral Wealth Committee involving the draft law (the ratification of the enforcement agreement for the assessment, development, and exploitation of copper and associated minerals in Abu Khashibeh area).

The agreement is concluded between the Government of the Hashemite Kingdom of Jordan represented by the Ministry of Energy and Mineral Wealth and Wadi Araba Minerals Company, which is licensed to engage in exploration, development, operation, and production of minerals (copper and associated minerals) and marketing them for the year 2025.

Chairman of the committee, Ayman Abu Henia, confirmed that the committee dealt with the agreement as it has a direct impact on a vital and essential sector for the national economy, noting that it focused on assessing economic feasibility, guarantees, execution mechanisms, in addition to the committee's role in surveillance and legislation.

He explained that the committee strives to balance between encouraging investment and protecting national interest, benefiting from natural resources and ensuring their sustainability, in addition to achieving clarity in obligations while maintaining flexibility in the agreements.

Abu Henia indicated that the committee discussed the terms of the agreement with a sense of national responsibility, reviewed the views of the concerned authorities, raised a set of inquiries to remove any ambiguity, ensure clarity of rights and obligations, and protect the agreement from any future issues, noting the discussion focused on fundamental principles, most notably whether the agreement serves the state's interest, the fairness in the distribution of returns and risks, and adherence to national legislations and environmental standards.
