Saudi Arabia Penalties for Violators of Hajj Regulations and Those Facilitating Their Violations

Khaberni - In preparation for the Hajj season of 1447 AH, and to maintain the safety of the pilgrims of the Holy House of God and enable them to perform their duty in security, ease, and tranquility, the Ministry of Interior announced the penalties that will be imposed on those violating the regulations requiring a permit to perform Hajj, as follows:

First: A fine of up to (20,000) Riyals will be imposed on each of the following:

1 - Anyone caught performing or attempting to perform Hajj without a permit.
2 - Anyone among visa holders of all types, or those attempting, to enter the city of Mecca and the holy sites or stay there, starting from the first day of the month of Dhu al-Qa'dah until the end of the 14th day of the month of Dhu al-Hijjah.

Second: A fine of up to (100,000) Riyals will be imposed on each of the following:

1 - Anyone who applies for a visit visa of any type for a person who has performed or attempted to perform the Hajj without a permit, or entered the city of Mecca and the holy sites or stayed there from the first day of the month of Dhu al-Qa'dah until the end of the 14th day of the month of Dhu al-Hijjah. The fines multiply with each person who has been issued a visit visa of any kind and has performed or attempted to perform the Hajj without a permit or entered and stayed in the city of Mecca and the holy sites.

2 - Anyone who transports visa holders, or attempts to transport them with the intention of taking them to the city of Mecca and the holy sites, starting from the first day of the month of Dhu al-Qa'dah until the end of the 14th day of the month of Dhu al-Hijjah.

3 - Anyone who accommodates or attempts to accommodate visa holders of all types in any designated residential area (hotels, apartments, private residences, housing units, pilgrimage housing sites, etc.), or hides them, or provides any assistance to them resulting in their stay in the city of Mecca and the holy sites from the first day of the month of Dhu al-Qa'dah until the end of the 14th day of the month of Dhu al-Hijjah. The fines multiply with each violator accommodated, hidden, or assisted.

Third: Deportation of those who infiltrate the Hajj from residents and tardy persons back to their countries and banning their entry into the Kingdom for (10) years.

Fourth: Request the competent court to order the confiscation of the land transport means proven to be used in transporting visa holders of all kinds to the city of Mecca and the holy sites, from the first day of the month of Dhu al-Qa'dah until the end of the 14th day of the month of Dhu al-Hijjah, if owned by the transporter, collaborator, or co-conspirator.

The ministry affirmed the right of anyone against whom a decision to impose penalties is issued, to file a grievance within a period not exceeding (30) days from the date of notification of the decision in front of the competent committee, and to appeal the committee's decision in front of the administrative court within (60) days from the date of notification of the committee's decision.

The ministry urged citizens, residents, and visa holders of all types to adhere to the regulations governing the performance of Hajj, not to expose themselves to penalties, and to report violations by contacting the number (911) in the Mecca region.
