Khaberni - The Cabinet decided in its session held today, Tuesday, chaired by Prime Minister Dr. Jafar Hassan, to approve the justifications for the draft law amending the Jordanian Universities Law for the year 2026; in preparation for sending it to the Legislation and Opinion Bureau to proceed with the issuance procedures according to the constitutional norms. constitutionality.
The draft law amending the universities law comes in response to the amendments introduced to the education and human resources development law, adding an article to regulate the affairs of intermediate colleges and university colleges.
The draft law also aims for integration and alignment of the regulatory framework governing Jordanian higher education institutions with the institutional and legislative transformations that the higher education sector has witnessed recently, especially those resulting from the restructuring of the education system in the kingdom and the merger of the Ministries of Education and Higher Education and Scientific Research.
The new amendments align with national directions aimed at modernizing the public sector and enhancing the quality of education and higher education and linking it to labor market needs, in addition to aligning national legislation with best international practices in the governance of higher education institutions.
The new amendments also enhance the sufficient tools to enable higher education institutions to diversify their income sources or expand their investment and student attraction activities, whose numbers are increasing for education in Jordan due to its credibility.
The Cabinet also approved the system of the Jordanian Academy of Government Management for the year 2026, which will be the legal successor to the Institute of Public Administration.
The establishment of the Academy aims to enhance its capabilities and increase the responsibilities concerned by about 200,000 public sector employees by improving employee efficiency as a main goal with public sector modernization requirements, and for the purposes of developing a modern and flexible system for building government capacities, enhancing competencies and skills, and increasing the efficiency of public sector institutions, and expanding access to training.
The Academy will undertake the preparation and qualification of government leaders and their capacity building, including municipalities and universities, and contribute to the development of leadership, administrative, technical, and behavioral competencies of public sector employees.
The establishment of the Academy also aims to enhance innovation and support the policy making and decision-making process related to government performance and services provided.
The establishment of the Academy responds to modernization requirements and aligns with the digital transformation and the employment of artificial intelligence in government work.
The Academy will adopt a collaborative model between the government, universities, and the private sector, enabling Jordanian companies to offer innovative educational and training solutions and qualify them for competition in regional and international markets.
The establishment of the Academy represents an investment in government human capital, aiming to address the challenges facing the development of public sector employee capabilities and enabling them.
The establishment of the Academy allows the transition from the model of scattered training courses to a national integrated system for capacity building, linked to career paths and modernization priorities.
The establishment of the Academy aims to unify national frameworks and standards for accrediting educational and training programs and technologies, service providers' qualifications for government entities, and developing digital and blended learning frameworks.
In terms of improving services provided to citizens, the Cabinet approved the notarial transaction fee system for the year 2026 which offers reduced fees for electronic payment, and the system of using electronic means in notary transactions for the year 2026.
The two system projects are implemented in accordance with the provisions of the Notary Law, which permits the use of electronic means and visual and auditory communication systems in the tasks and competencies performed by the notary in accordance with the law.
Both systems regulate the procedures in case of using these means when completing notary transactions, aligning the notarial transaction fees provisions with economic and legislative developments and ensuring their suitability with the nature of services provided and the sustainability of financial resources associated with justice services, supporting governance principles.
Both system projects support the digital transformation in notary services by enabling the collection of fees electronically and offering reduced fees for electronic payment processes, easing them for citizens and linking them with related government systems, contributing to the acceleration of transaction completion and the development of services provided to citizens.
The Council also approved the administrative organization system for the Jordan Broadcasting Corporation for the year 2026, for the purposes of developing the organizational structure of the institution and enabling it to develop its services, keeping up with recent developments in the field of broadcasting and television.
According to the system, the number of departments has been reduced from four to three, and the directorates have been reduced from 16 to 14 as will be based on the new organizational structure, reducing the number of sections from 70 to 50.
A directorate for digital transformation has also been added to enhance the digitization process within the institution, whether technically, production-wise, administratively, or financially, in addition to merging radio and television news and platforms into one directorate and creating a training center to enable the institution to prepare cadres in various media-related professions.
Additionally, a cybersecurity unit has been added to increase protection from cybersecurity threats and monitor the implementation of the national cybersecurity framework, and a single directorate for radio and television production of programs and dramas has been established focusing on the use of artificial intelligence tools and creating a creativity directorate aimed at generating ideas for radio, television, and electronic programs.
The Cabinet also approved the justifications for the administrative organization system for the Ministry of Youth for the year 2026, which is in line with national directions aimed at developing general administration and economic modernization and government directions related to developing youth work.
According to the system project, expansion will occur in youth programs and centers in order to elevate the quality of services and programs provided to youth in a more inclusive and efficient manner.
The system project aims to align the organizational structure of the ministry with the national youth strategy and the institutional strategy of the ministry for the years 2026 – 2030 and responds to the diversity of the ministry's programs, especially in areas such as the Hussein bin Abdullah II Award for Voluntary Work, national guidance, preparing youth leaders, activating the management of the Youth and Sports Movement Support Fund.
The Council also decided to approve the national strategy for the development of the Jordanian statistical system for the years 2026 – 2030, and assigned the Ministry of Planning and International Cooperation to complete the procedures for its launch and dissemination to all relevant entities for implementation as per the rules.
The strategy aims to update the statistical work system and enhance the role of the National Interactive Data Center at the General Statistics Department.

The national statistic strategy is considered a shared ambitious vision and a clear roadmap for managing the statistical work system and unifying and integrating the efforts among statistical data producers in Jordan.
The strategy, which was agreed upon by all statistical partners in the kingdom, emerged from the vision of administrative and economic modernization in the kingdom, and it defines the roles and responsibilities within the national statistical system.
The strategy is a key tool for monitoring and evaluating the level of achievement in statistical work, focusing on expanding the use of technology for data management, improving work efficiency and accuracy, and ensuring data security and confidentiality of individual data.
It aims to enhance support for decision-making and policy setting to be better based on data and information, continuing to provide an advanced digital infrastructure based on modern technologies, relying on data in planning and making decisions and setting policies.
The strategy aspires to establish and organize a national statistical interactive data center and organize the work between institutions to identify and document roles and responsibilities and work methods among them, supporting institutional linkage for data exchange purposes between the General Statistics Department and institutions.
It is expected that in an advanced stage, a statistics law consistent with global best practices will emerge from the strategy.

In addition, the Cabinet decided, based on the recommendation of the Finance Minister, to approve the disbursement of 2 million dinars from the treasury allocations earmarked in the Ministry of Finance's budget for the year 2026 for the benefit of the Petra Development and Tourism Region Authority for purposes of supporting the infrastructure with necessary interventions that would encourage tourist movement in the Petra Development and Tourism Region.
