Khaberni - Justice Minister Bassam Talhouni stated that in light of the issuance of the new Notary Law and the ministry's commitment to regulating the performance of translators in front of the notary, the Minister of Justice has issued instructions aimed at controlling the translation process to ensure its accuracy and authentication.
Talhouni explained that the new instructions, issued under the amended Notary Law, call for the creation of a special electronic register for accredited translators. This register will list their names and the languages they are accredited in on the ministry’s website, enhancing transparency and facilitating citizens’ access to qualified and accredited translators.
He added that the instructions set clear criteria for accrediting translators, including legal eligibility, holding a scholarly degree in translation or related languages, passing a specialized test, alongside the requirement of good character and conduct. It was noted that those who do not hold university degrees in translation could apply for accreditation after completing approved training programs.
He mentioned that a specialized committee will be formed to accredit translators, tasked with establishing examination standards and professional conduct codes, overseeing the examinations, and making necessary recommendations for their accreditation, ensuring the selection of qualified talents.
Talhouni clarified that the accreditation period for a translator would be three years, renewable, provided the accreditation conditions continue to be met. He affirmed that the instructions obligate accredited translators to maintain neutrality, accuracy, integrity, data confidentiality, and to disclose any conflicts of interest.
He confirmed that these instructions grant the ministry the authority to oversee the accreditation of translators in case of professional duties violation or non-compliance with the instructions, and the instructions exempt translators accredited in languages other than English at foreign embassies in the kingdom.
Talhouni noted that the instructions would be published in the Official Gazette and that those currently working in translation in front of the notary are granted ninety days to regularize their status. He emphasized that this step is part of the ministry's efforts to update legal procedures and enhance the provided services to citizens.
