Khaberni - The joint parliamentary committee (Legal, Public Services, and Transport) continued to discuss the draft law amending the Traffic Law for the year 2026, during extensive discussions that addressed underlying reasons and the amendments introduced.
This occurred during an extended meeting held today under the chairmanship of MP Aref Al-Saayida with the attendance of the Vice President of the Public Services and Transport Committee, MP Tareq Bani Hani, the Director of Driver and Vehicle Licensing Department Brigadier Omar Al-Quraan, Director of Traffic Administration Brigadier Raed Al-Assaf, from the Directorate of Public Security Courts Colonel Judge Nader Al-Salamah, along with a large number of MPs.
Al-Saayida confirmed that this project came to keep up with the digital transformation in government services and to enable citizens to conduct all vehicle buying and selling transactions electronically, including the use of electronic, visual, and audio communication methods, and adopting electronic signatures in notary transactions executed by officers and non-commissioned officers of the Licensing Administration, contributing to simplifying and expediting procedures.
He added that the amendments addressed the issue of guaranteeing vehicle prices, through the creation of a special account at the Licensing Administration where the vehicle price is deposited, to be transferred to the seller immediately upon completion of the ownership transfer procedures, which enhances trust and preserves the rights of all parties.
In his part, the Vice President of the Parliamentary Committee for Public Services and Transport, MP Tareq Bani Hani, stressed the commitment to legislating any amendments that contribute to keeping up with the digital transformation in government services and simplifying procedures and transactions for citizens.
For his part, the Director of Driver and Vehicle Licensing Department Brigadier Omar Al-Quraan stated that the project represents a qualitative leap in service delivery, as it allows the execution of ownership transfer and vehicle disposal transactions remotely, confirming that the regulatory and instructional systems will define precise mechanisms to ensure the safety of procedures, especially regarding the deposition and disbursement of vehicle prices.
For his part, the Director of Traffic Administration Brigadier Raed Al-Assaf noted that the amendments came about due to the increased numbers of vehicles impounded under the provisions of the Traffic Law, which are found to have a mortgage or judicial seizure, preventing their sale by public auction under the provisions of Article (9) of Law No. (49) of the year 2008 and its amendments, and considering the decrease in the value of these vehicles over time due to the length of time they are held without resolving their status, therefore, a legislative treatment was necessary to ensure the preservation of the rights of mortgage creditors and impounding entities, and to balance between protecting legal rights and preserving the financial value of the vehicles.
Meanwhile, Colonel Judge Nader Al-Salamah confirmed that the amendments came to consider the rights of stakeholders and vehicle owners, and to ensure that their value does not decrease due to the seizure over time, pointing out that it also comes in response to the digital transformation, and to facilitate citizens in conducting electronic and remote vehicle buying and selling operations.
The meeting included an extensive discussion among MPs and attendees, where MPs Nasser Al-Nawaserah, Bayan Al-Mahsiri, Mohammad Salamah Al-Ghuwairi, Mohammad Al-Muhammed, Hussein Kreishan, Mohammad Bani Melhem, Abdul Halim Al-Ananbeh, Aya Allah Freihat, Amal Al-Shaqran, Bakr Al-Haisa, Shaher Al-Shatnawi, Hail Ayash, Suleiman Al-Saud, Ibrahim Al-Tarawneh, Ismail Al-Mashaqbeh, Rania Abu Ruman, and Ayman Abu Hanieh raised a series of notes and inquiries focused on ensuring the protection of seller and buyer rights, the mechanisms for implementing electronic signatures, and controlling the financial aspects associated with the vehicle prices guarantee account, in addition to the duration of retaining vehicles in impound yards and the readiness of the technical infrastructure to implement the system.
