Between postponing consideration and withdrawing the project, a legal reading clarifies the difference between them in the Social Security Law project.

Postponing the consideration of the bill is a regulatory procedure within the House of Representatives, resulting in a temporary halt in its discussion without affecting its legal existence. The project remains ongoing within the legislative path, listed on the agenda, and can be revisited and further discussed at any time without needing to be resubmitted anew.

Withdrawing the bill, however, is a procedure issued by the government, which has the authority to propose bills, and results in the end of the bill’s legal existence before the House of Representatives and its complete removal from the legislative process. It is considered as though it had never been submitted, and it cannot be reintroduced except through the submission of a new project in accordance with the constitutional norms.

Therefore, postponing consideration means allowing more room for study and review while keeping the project ongoing within the council, whereas withdrawing means completely ending its legislative path at this stage.
