New amendment to the traffic law in Jordan Here are its main clauses

Khaberni  - The joint parliamentary committee in the House of Representatives, this Sunday, began discussing a draft amendment to the traffic law for the year 2026, aiming to speed up and simplify procedures through the expanded use of electronic means and the organization of the sale of impounded vehicles within shorter periods.

The joint committee (Legal, Public Services, and Transport) held a meeting to discuss the project, where its president, Aref Al-Saayida confirmed that the amendments were made to align the traffic law with the electronic transactions law after it came into effect.

 

Adoption of electronic signature

He explained that the project allows the use of electronic, visual, and audible communication, alongside adopting the electronic signature, which contributes to speeding up transactions inside licensing administrations.

The project includes the organization of some of the notary's duties inside licensing administrations, to be handled by officers and non-commissioned officers, which contributes to reducing time and effort for citizens, and enhancing service efficiency.

For his part, Ayman Al-Badadwa confirmed that the amendments are part of a national trend to develop legislation and keep pace with digital transformation, enhancing the reliability of legal procedures and facilitating transaction completion.

 

 

Guarantee accounts for vehicle prices

One of the principal clauses of the project is the creation of guarantee accounts for vehicle prices, so that no ownership transfer or documentation takes place unless the price is paid through these accounts, especially in auction sales.

Fayad Al-Qudah affirmed that this step would enhance transparency and reduce disputes, ensuring that vehicles are transferred free of liabilities to the buyer.

 

Reducing the duration of impounded vehicles in the yards

The project includes reducing the duration of impounded vehicles in the yards from 24 months to just 6 months, in case the owner does not review, aiming to reduce congestion and lower operational costs.

In his turn, Omar Al-Quraan explained that this measure would help speed up the processes of selling and handling the vehicles, thus easing the financial and administrative burdens.

On his part, Raed Al-Assaf confirmed that the file of impounded vehicles falls exclusively under the traffic law and is dealt with according to clear administrative and legal procedures, away from civil execution matters.

A number of deputies during the meeting emphasized the need to achieve balance between the rights of vehicle owners and creditors, calling for a transitional period to implement the law, without imposing a full and immediate electronic transformation.

They also called for support in establishing a fund to guarantee vehicles, to limit fraud cases and protect all parties involved.

According to the committee, these amendments aim to align legislation with technological developments, organize payments through guarantee accounts, regulate the transfer of ownership, and address the problem of accumulating impounded vehicles, in a way that ensures justice and preserves rights.

The proposed amendments reflect a clear trend towards digitizing services and simplifying procedures in the traffic sector, addressing longstanding imbalances, potentially transforming the way vehicle transactions are managed in Jordan.
