Qatar sends two messages to the United Nations and the Security Council regarding Iranian aggressions

Khaberni - The State of Qatar directed two identical messages to both the Secretary-General of the United Nations Antonio Guterres, and the President of the Security Council for the month of April, the Permanent Representative of the Kingdom of Bahrain to the United Nations, Jamal Fares Al Ruwaie.
The two messages (12 and 13) addressed the latest developments concerning the Iranian aggressions on Qatari territory, describing them as a blatant violation of national sovereignty, a direct infringement on the security and safety of territories, and an unacceptable escalation threatening the security and stability of the region. The messages were sent by Sheikha Aliya Ahmed bin Saif Al Thani, the Permanent Representative of the State of Qatar to the United Nations.

Message 12 referred to a series of attacks announced by the Qatari Ministry of Defense, where on April 2, 2026, the state was attacked by several Iranian drones, all of which were successfully intercepted by the armed forces. The attack was repeated on April 3 with Iranian drones, which were all successfully intercepted, and on April 5, Iran launched a combined attack including drones and two cruise missiles, all of which were successfully countered by Qatari defenses before the attack renewed on April 6 with Iranian drones, all successfully intercepted.
Message 13 addressed the missile attack targeting Qatar on Tuesday, confirming what was announced by the Ministry of Interior that the security authorities had immediately dealt with an incident resulting from the interception by Qatari air defenses of Iranian missiles, which resulted in debris falling on a civilian's house in a residential area, and the incident resulted in 4 moderate injuries including a Qatari girl, with the cases being immediately handled by the relevant teams, and the injured transferred for necessary medical care, while limited material damage was recorded at the incident site.

The two messages stressed that "these Iranian aggressions continued even after the adoption of Security Council Resolution No. 2817 (2026), which condemned in the strongest terms the heinous attacks launched by the Islamic Republic of Iran against the State of Qatar and neighboring countries, and demanded an immediate cessation of all these attacks, making these aggressions a clear breach of the Security Council resolution, and called on the Council to assume its responsibilities in maintaining international peace and security, and to take the necessary measures to stop these serious violations and deter the perpetrators."

The messages confirmed "that the targets of the Iranian attacks were purely civilian in nature, constituting a flagrant breach of the 1949 Geneva Conventions and their Additional Protocols, and of the principles of international humanitarian law, especially the principle of distinction between military and civilian targets, the prohibition of targeting civilians and civilian objects in armed conflicts, the ban on indiscriminate attacks, the principle of proportionality in the use of force, and the obligation to take due precautions to avoid civilian targets."

The messages emphasized "that these unlawful acts by the Islamic Republic of Iran entail international responsibility, thereby obliging it - as circumstances may require - to compensate for all damages incurred by the State of Qatar, indicating that all damages and losses from the attacks will be determined by the relevant authorities, while keeping the United Nations updated on developments, and confirmed that the State of Qatar retains the right to respond, in accordance with Article 51 of the United Nations Charter and as provided by international law concerning the right to self-defense, stressing that Doha will not hesitate in taking all necessary measures to protect its sovereignty, security, and the safety of its citizens and residents on its territory, and requested the circulation of the two messages as official documents of the Security Council.
