Khaberni - The Syrian Finance Minister, Mohammed Yassir Birniya announced the financial performance of the state's general budget for the year 2025, where a slight surplus of about five billion new Syrian pounds was recorded.
Minister Birniya highlighted that the total public spending in 2025 amounted to about 379.2 billion new Syrian pounds, equivalent to 3.447 billion dollars, an increase of 45.7% compared to 2024, explaining that spending on wages and salaries accounted for the largest share at 41% of total spending.
The ministry’s data showed that the total general revenues in 2025 amounted to about 384.2 billion new Syrian pounds, equivalent to 3.493 billion dollars, with an increase of 120.2% compared to 2024, while customs duties comprised about 39% of total revenues, as a result of improved economic activity and enhanced corruption control.
The budget achieved a slight surplus of about five billion new Syrian pounds, equivalent to 46 million dollars, which is the first surplus since 1990, representing .15 percent of the Gross Domestic Product of 30.6 billion dollars for 2025, compared with a deficit of 2.7% in 2024.
The ministry confirmed that the slight surplus reflects the prudent and disciplined management of public funds, alongside fighting corruption and waste, noting that the surplus had reached about half a billion dollars at the end of the third quarter, before it gradually decreased during the fourth quarter due to increased spending on some items and repayment of overdue obligations.
According to the ministry, the public spending for 2026 is expected to rise to about 10.516 billion dollars, more than three times the spending in 2025, with a focus on social and investment spending, predicting a larger increase in the budget for 2027 to finance development projects and reconstruction and poverty alleviation programs.
In contrast, the total general revenues for 2026 are estimated to reach about 8.716 billion dollars, with oil and gas revenues accounting for about 28% of it, all of which will be included in the state's general budget.
The ministry mentioned that in the coming days, it will publish additional details of interest to the citizens about the 2026 budget, as work will begin next month on preparing the 2027 budget in preparation for its discussion in the People's Council during the last quarter of 2026.
The ministry affirmed its commitment to enhancing financial disclosure, to enable every Syrian citizen to know the sources of public revenues and how spending is directed.
In August last year, Finance Minister Mohammed Yassir Birniya confirmed that the state's general budget for the fiscal year 2026 will represent a qualitative leap in public financial management, serving the Syrian economic policy.
