House of Representatives refers the amended traffic law draft to a joint committee

Khaberni  - The House of Representatives, in a legislative session on Monday, referred the draft amended traffic law to a joint committee comprising (the Legal Committee and the Services and Transport Committee).

Under the proposed amendments, citizens will be enabled to perform all actions and transactions related to the sale and purchase of vehicles, including receiving the payment, using electronic means, and implementing remote transactions and adopting electronic signatures to complete transactions.

For this purpose, the electronic signature will be adopted by the notary in vehicle sale and purchase transactions; this allows the completion of the sale without the physical presence before the notary, through the approval of using electronic communication means, visual and audio communication methods, and the electronic signature in the notary transactions carried out by officers and non-commissioned officers working in the Licensing Administration.

To ensure the completion of vehicle sales and purchases electronically, and to secure the rights of their owners, the system requires the buyer to deposit the vehicle price in a special account in the Licensing Department to guarantee the vehicle prices, created for this purpose, so that the amount can be transferred to the seller's account immediately upon completion of the sale.

To facilitate vehicle sales and purchases through various financing institutions, a special system will be issued to regulate this process, according to the new electronic selling and buying mechanism.

With the adoption of these measures, all procedures for selling and purchasing vehicles will be completed electronically without the need to visit the driver's and vehicle licensing departments.

The amendments to the law draft also grant the competent authorities the authority to sell vehicles in impound yards within one year instead of two years if the owners do not review to rectify their status. This is due to the depreciation of these vehicles considering the prolonged duration of retention without settling their status, thus preserving the rights of the secured creditor or the impounding entity.
