Referral of the Civil Status Law Amendment to the Legal Committee of the Deputies and Granting Urgent Status

Khaberni - The House of Representatives, on Monday, referred the amended bill of the Civil Status Law for the year 2026 to the Legal Committee, and granted it an urgent status.

The bill aligns with government directives that support the development of public administration and the implementation of digital transformation programs, by introducing the concept of digital identity within the legislative framework regulating the work of the Civil Status and Passports Department.

The amended Civil Status Law aims to establish a clear legal validity for the digital identity; as an officially accredited means of identification, alongside the personal card issued by the department, granting it the same legal effect in proof and adoption of the data contained therein, and obligating governmental and private entities to adopt it in accordance with the provisions of the law and the regulations and instructions issued thereunder.

This amendment aims to enable citizens to complete their transactions electronically in a secure, reliable, and legal manner; ensuring the protection, integrity, and confidentiality of personal data.

This project also aims to establish a legal basis for regulating the format, content, and mechanism of issuing and using digital identities, achieving integration between traditional and electronic means, and keeping up with technological advancements and best international practices in the field of digital identity and electronic transactions.
