Representatives discuss legislative projects including competition traffic and real estate ownership

Khaberni - The House of Representatives will hold a legislative session on Monday to discuss legislative projects transferred from its specialized committees and the government, and others returned from the Senate, while the Labor and Social Development Committee continues to listen to remarks regarding the amended Social Security Law project.

The Council will start discussing an amended law project for the Competition Law of the year 2025, which was returned from the Senate after amendments were made to two of its articles.

The Senate had rejected the decision of the Representatives to delete the phrase "any practices" from article (3) of the law project related to practices that violate competition, and also refused to delete the phrase "or any other form" from article (6) pertaining to defining economic concentration.

The amendment of the Competition Law restructures the Competition Directorate to become the Competition Protection Department, with the formation of a council for competition affairs, enhancing its independence, increasing the penalties for violators, and introducing mechanisms for reporting competition-violating practices.

The Council will also discuss its Financial Committee's decision regarding the law project for ratifying a loan agreement between the Jordanian and Italian governments for the year 2024.

The agreement stipulates that the Italian party provides a concessional loan of 50 million Euros, aimed to support one of the general budget projects, particularly directed towards financing the implementation of the digital transformation program in the health sector.

The Minister of Planning and International Cooperation, Zeina Toukan, explained in a previous statement that, pursuant to the agreement, Jordan is committed to providing the necessary financial resources to implement the program according to what is stated in the annex of the agreement, in a way that ensures achieving the desired goals from this joint cooperation and in line with the national priorities, indicating that the value of the agreement is distributed by 60% as grants, while the remaining percentage constitutes a loan with a nominal interest of 0.5%, and a repayment period of up to 20 years.

* Laws referred from the government

Three amended law projects for current laws, transferred by the government to its specialized committees for constitutional proceedings through their referral and approval with their amendments, have reached the House of Representatives.

These laws from the government include; an amended law project for the Civil Status Law for the year 2026, an amended law project for the Traffic Law for the year 2026, and an amended law project for the Real Estate Ownership Law for the year 2026.

The amended Civil Status Law aims to establish explicit legal validity for the digital identity as an officially recognized means of identification, alongside the personal ID issued by the department, granting it the same legal effect in proving and adopting the data contained therein, and obligating both public and private entities to adopt it in accordance with the law, regulations, and instructions issued under it.

This amendment aims to enable citizens to perform their transactions electronically in a secure, reliable, and legal manner; thus ensuring the protection, safety, and confidentiality of personal data.

With the proposed amendments to the Traffic Law, citizens will be enabled to perform all transactions related to the sale and purchase of vehicles, including the receipt of payments, using electronic means, and applying remote transactions and electronic signatures to accomplish transactions.

For this purpose, the electronic signature will be adopted at the notary in transactions of selling and purchasing vehicles; allowing the completion of the sales process without the physical presence before the notary, through the approval of the use of electronic communication means, visual and auditory communication means, and the electronic signature, in the notary transactions carried out by officers and non-commissioned officers working in the Licensing Administration.

Moreover, the amended Real Estate Ownership Law addresses issues of terminating common ownership by simplifying and expediting its procedures, which contributes to resolving many pending cases for years concerning thousands of properties, and introducing unutilized properties into the economic cycle.

The law project includes provisions that allow electronic selling and adopting electronic signatures, besides digitizing all procedures and transactions, including payment, separation, and sale; making all procedures electronic in accordance with the provisions of the Notary Law, apart from reducing the financial and procedural burdens associated with paper publishing; thereby facilitating for citizens and reducing costs and effort on them.

* Parliamentary committees

The Labor and Social Development parliamentary committee continues to listen to remarks regarding the amended Social Security Law project for the year 2026.

During its meeting on Monday, the committee listens to several former Ministers of Labor, a number of former heads of the Labor Committee, and a number of former directors of the General Security Institution, in addition to the Jordanian Businessmen Association, and the Banks Association in Jordan.

The Health and Food parliamentary committee meets representatives from the Tourism Commission of Oromia in the Republic of Ethiopia to discuss the topic of medical tourism.

The Education Committee listens to the views of some experts regarding the Education and Human Resources Development Law project for the year 2026.

Meanwhile, the Public Services and Transportation Committee discusses the challenges and problems facing the owners of yellow taxis.
