After Saudi Arabias Decision What It Means to Classify Diplomats as Undesirable

Khaberni - Saudi Arabia's decision to declare several members of the Iranian diplomatic mission as "undesirable persons" has highlighted one of the most prominent legal and diplomatic tools used by countries in managing bilateral tensions, reflecting an advanced level of political objection within a legal framework that governs relations between states.
What does it mean?

This measure is legitimate under international law, based directly on the Vienna Convention on Diplomatic Relations, particularly Article 9, which grants the host country the right to declare any foreign diplomat as an "undesirable person" without the need to provide justifications, while obliging the sending state to recall them or terminate their duties within a suitable timeframe.

In the diplomatic context, this decision is seen as a sovereign tool reflecting a level of tension in bilateral relations, classified as "limited escalation" that allows states to send strong political messages while keeping communication channels open. This is consistent with the established norms in international relations that differentiate between expelling individuals from diplomatic missions and more severe measures such as reducing representation or closing embassies.
"Urgent Action"

Practically, setting a short deadline for departure, as in the case of 24 hours, reflects the nature of the decision as an urgent measure usually linked to sovereign or security considerations, where the declared "undesirable" person loses their diplomatic status if non-compliant, which may lead to lifting their diplomatic immunity, as governed by the provisions of the Vienna Convention on Diplomatic Relations regarding privileges and immunities of envoys.
Saudi Arabia had previously clarified that the decision was a direct result of "Iran's continued targeting of the Kingdom's sovereignty, civilians, economic interests, and diplomatic missions," considering these actions a blatant violation of the relevant international treaties, principles of good neighborliness and respect for state sovereignty, alongside violations noted in the 2023 Saudi-Iranian Beijing Agreement, as well as Security Council Resolution 2817 (2026).

This development reflects the recourse of states to the legal tools available within the international system to manage disputes, without escalating to higher levels of confrontation, thereby making it a part of the dynamics of managing diplomatic crises according to institutional rules governed by international agreements and accumulated norms in international relations.
