Approval of an Amended Traffic Law Bill to Complete all Procedures for Buying and Selling Vehicles Electronically

Khaberni - The Cabinet approved in its session held on Wednesday, chaired by Prime Minister Jafar Hassan, an amended bill for the Traffic Law for the year 2026, in preparation for referring it to the House of Representatives to proceed with its constitutional approval procedures .

According to the proposed amendments, citizens will be enabled to conduct all transactions related to buying and selling vehicles, including receiving payments, using electronic means, remote transaction applications, and adopting electronic signatures to complete transactions.

For this purpose, the electronic signature will be adopted at the notary public in vehicle buying and selling transactions; this allows the completion of the sale without the need to physically appear before the notary public, through the licensing of electronic communication means, audio-visual communication, and the electronic signature in the notary public's transactions conducted by officers and non-commissioned officers working in the Licensing Administration.

To ensure the completion of buying and selling vehicles electronically and safeguard the rights of their owners, the system requires the buyer to deposit the vehicle price into a special account at the Licensing Department to guarantee the vehicle prices, created for this purpose, and the amount will be transferred to the seller's account immediately upon completion of the sale.

To complete the buying and selling of vehicles through various financing institutions, a special system will be issued to regulate this process, in accordance with the new electronic buying and selling mechanism.

By adopting these procedures, all procedures related to buying and selling vehicles will be completed electronically without the need to visit the Driver and Vehicle Licensing Departments.

The amendments to the bill also grant the competent authorities the authority to sell vehicles in impound lots within one year instead of two years, in the event that the owners of these vehicles do not review their statuses due to the depreciation of these vehicles over the duration they are held without settlement of their statuses, thus preserving the rights of the secured creditor or the impounding entity.

Approval of an Amended Bill for the Civil Status Law for the Year 2026

The Cabinet also approved an amended bill for the Civil Status Law, in preparation for referring it to the House of Representatives to proceed with its constitutional approval procedures.

The bill aims to explicitly grant legal validity to the digital identity as an officially recognized identification method alongside the personal identification card issued by the department, and to grant it the same legal effect in proving and adopting the data contained therein, obliging both public and private entities to adopt it in accordance with the provisions of the law and the regulations and instructions issued accordingly.

This is in line with the directions supporting the development of public administration, and the implementation of digital transformation programs by introducing the concept of digital identity within the legislative framework governing the work of the Civil Status and Passports Department.

This amendment enables citizens to conduct their transactions electronically in a secure and reliable manner, based on the provisions of the law, and ensures the protection, safety, and confidentiality of personal data.

The bill will also establish a free digital mailbox for each citizen, institution, or resident on the "Sanad" application for receiving notifications, e-commerce parcels, or postal correspondence, whereby the digital mailbox will carry the same postal address number, if existing, and will be linked to this address for Jordanian citizens; for the ease of citizens, this address will be linked to the home or business location (location). The mechanism for obtaining a digital mailbox will depend on entering information from the Civil Status ID or related documents.

Exemption from all fees and taxes for the purchases of diesel and fuel oil materials by the National Electricity Company, including the special tax, customs duties, and postage stamp fees.

In light of the government's actions to address the implications of the current regional situation and its expected impact on fuel prices and the sustainability of energy and electricity security and supply chains, the Cabinet decided to exempt the National Electricity Company's domestic market purchases of diesel and fuel oil (1% sulfur) and fuel oil (3.5% sulfur) from all fees and taxes including special taxes, import stamp duties, and other taxes and fees that might be incurred.

The decision completes a series of decisions taken by the Cabinet during the previous session to deal with the effects of regional situations and ensure the sustainability of energy security and supply chains, including: stopping the decision to restrict the import of containerized goods to the port of Aqaba and allowing their import through Jordanian land border crossings for a month, starting from 5/3/2026; thus ensuring the timely arrival of urgent shipments of containerized goods to their destinations in the Kingdom, and approving the exemption from customs duties and taxes on the increased costs of maritime freight on goods, including all goods incoming through maritime shipping for a period of six months, starting from 5/3/2026.

The decisions also included allowing the Jordanian Logistics Company for Oil Facilities to import diesel and fuel oil on behalf of the National Electricity Company, exempting the company's imports of these materials from all fees and taxes exclusively for this purpose, and allowing the National Electricity Company to use part of the government’s strategic diesel stock for the sustainability of the power generation system.

Allocation of an additional amount of 2.5 million dinars to support the budget of the Civil Hosting Institution

The Cabinet also decided to allocate an amount of 2.5 million to support the Civil Hosting Institution, aimed at enabling it to enhance its stock of basic goods, and ensure their availability in its markets at reasonable prices for citizens, especially in light of potential price increases of basic goods due to the current regional situations.

Acceleration of refund procedures for exports of industrial companies.

In a related matter, the Cabinet discussed accelerating the refund procedures for exports of industrial companies from previous years (2020, 2021, and 2022), amounting to approximately 15 million dinars.

The Cabinet tasked the Ministers of Industry, Trade, Supply, and Finance to find the appropriate mechanism to disburse these entitlements.

Procedures for investment in the Hamad and Sarhan Basins

In an effort to boost investment, the Cabinet also approved considering the companies that did not sign investment contracts in the Hamad and Sarhan basins during the legal deadline as non-compliant, totaling 10 companies, and proceeding with the leasing procedures of 6 other companies for parts of land plots within the basin with a total area of 11,200 dunams, on the principle of temporary lease without transfer of ownership for a period of 25 years, with a lease fee of 8 dinars per dunam annually.

The decision required the contracts to be signed within a period not exceeding 30 days from its date, and considered those who failed to do so as non-compliant.

The remaining parts of the lands will be re-offered for investment through the official website of the Land and Survey Department for agricultural companies interested in investing within the Sarhan basin, with a total area of 7600 dunams, and the Hamad basin with a total area reaching 1600 dunams.

The decision is part of the government's efforts to boost investment in the agricultural sector and enhance its contribution to the national economy.

Cancellation of the amount deducted in the pricing of natural gas sold to local industries for the benefit of the National Electricity Company

In light of the decisions taken by the Cabinet to alleviate the financial burdens on the industrial sector, the Cabinet decided to cancel the amount deducted in the pricing of natural gas sold to local industries for the benefit of the National Electricity Company, which the company used to charge to cover additional administrative and financial costs, starting from this month.

Under the decision, the National Electricity Company will bear this cost; this is for the purpose of supporting the industrial sector and reducing its costs.

A system to regulate election campaigning and monitoring within the boundaries of the Amman Municipality

In an effort to improve services provided to citizens, the Cabinet approved a system to regulate election campaigning and monitoring within the boundaries of the Greater Amman Municipality for the year 2026.

The system aims to regulate election campaigning within the electoral district boundaries of the Greater Amman Municipality by setting clear controls that require candidates and lists to adopt a uniform approach when presenting their election campaigns, thus preserving the civil appearance of the city of Amman, reducing visual pollution caused by random advertisements, ensuring public safety, and providing an organized electoral environment.

Allocation of 1.7 million dinars for the Directorate of Palestinian Affairs

The Cabinet also decided to allocate 1.7 million dinars from the budget allocations for the Directorate of Palestinian Affairs; this is to support service committees and sports clubs in the camps, and to pay rent for the lands on which the camps are built.

The decision includes deducting 2% of the service committees' allocations for the camps for the benefit of the Sustainable Improvement Project in the camps and improving the level of services provided therein.

The Justifying Reasons for the Project of the National Jordanian Museum of Fine Arts System for the Year 2026

The Cabinet approved the justifying reasons for the project of the National Jordanian Museum of Fine Arts System for the year 2026; in preparation for sending it to the Legislation and Opinion Bureau to complete the procedures for its approval according to the rules.

Under the system project, the National Jordanian Museum of Fine Arts will be the legal successor to the Royal Society of Fine Arts, to which all rights and obligations of the Society will devolve, as the Society has been registered in the Society Register and under the Society Law umbrella since its establishment, a registration that does not align with the concept it was founded for; thus preserving the large and unique artistic heritage in the Arab and Islamic worlds that it contains, which includes 2826 artworks eligible for increase.

The aim of establishing the national museum is to highlight the role of visual arts in the Kingdom and the Arab and Islamic worlds, and protect the artistic achievements that have become a national heritage.
