Khaberni - Captain Zuhair Mohammed Al-Khashman, the head of the Union and Reform Parliamentary Bloc, gave a speech under the dome of the House of Representatives about the "Draft Amendment to the Social Security Law for the year 2026". He emphasized that any amendment that affects the rights of the insured and the sustainability of the Social Security institution must be based on the periodic actuarial study required by Article (18), questioning why the recommendations of previous studies were not implemented as policies and procedures timely.

Al-Khashman stressed that "administrative corruption is more dangerous than financial corruption", calling for anyone who led the citizen to "this equation" to be referred to the relevant regulatory authorities, and asserted that any amendment to the Social Security Law must pass three tests: justice, sustainability, and feasibility in the labor market, considering that "the citizen is not just numbers or actuarial tables".

He pointed out the positive aspects of the draft, such as having a governor, separating investment management, and broadening inclusion, but he warned of points "if passed as they are... will shake the citizen's confidence in the security", urging the government to clarify the difference between the security as an insurance institution that protects the rights of the subscribers, and the Social Security investment fund as an investment arm to maximize returns, emphasizing that mixing between the two institutions is "dangerous" and affects public trust.

In the most prominent demands of the bloc, Al-Khashman called for:

Amending the early retirement discount so that it does not turn into a "punishment", clarifying that a reduction of 2% for every six months means 4% annually, and it could reach almost 60% over 15 years, calling for the discount to be fixed at a ceiling not exceeding 2% annually.

Reducing the requirement of contributions for early retirement from 360 actual subscriptions to 300 instead of 360, considering the number 360 "a door closed in the face of thousands of Jordanians" in an unstable job market.

Fixing the right to mandatory retirement at age 60 without any discount or penalty, allowing the insured the option to voluntarily continue working and subscribing until 65 for those who desire "a real employment plan linked to the labor market".


Al-Khashman also proposed solutions that "strengthen the security internally" instead of reaching into "the citizen's pocket", through carefully broadening inclusion, fighting evasion "especially the evasion hidden under the guise of bonuses", adding a fair graduation on small enterprises, and a legal regulation that controls "the bleed of high salaries" paid by the security.

He suggested creating an "emergency fund" within the security to alleviate shocks and emergency situations and protect the insured in crises, with a proposal that (20%) of the annual profits of the Social Security investment fund be allocated to it within a clear, transparent framework and with announced governance.

Al-Khashman concluded by affirming that the bloc supports referring the draft law to the Labor Committee for detailed study and initiating a national dialogue about it, but he clearly emphasized: "If the demands of the bloc are not considered, we will not accept passing this project in its current form."
