Approval of the Justifications for the Jordanian Academy of Governmental Management System


Khaberni - The Cabinet decided, in its session held on Tuesday, chaired by Prime Minister Jafar Hassan, to approve the justifications for the draft system of the Jordanian Academy of Governmental Management for the year 2026, in preparation for sending it to the Legislation and Opinion Bureau to complete the approval procedures according to the proper rules.

According to the draft system, the Jordanian Academy of Governmental Management will legally and practically succeed the Institute of Public Administration; aligning with the requirements of updating the public sector, aiming to enhance the level of the institution involved in empowering employees, improving government institutions' efficiency and future readiness.

The creation of the Academy aims to develop a modern and flexible system for building governmental capabilities, based on enhancing competencies and skills to align with global trends, establishing a flexible learning system, expanding access to training, and ensuring the sustainability of professional development through cumulative pathways; contributing to the development of leadership, managerial, technical, and behavioral competencies of public sector employees.

The Academy will undertake the preparation, qualification, and empowerment of government leaders and their capabilities, including the municipalities, enhancing innovation, and supporting the policymaking and decision-making process related to government performance and services provided.

The Academy will also undertake the continual alignment of capabilities with changes in national policies and priorities and technological advancements, ensuring integration and comprehensiveness in the design and implementation of learning and capacity-building programs, adopting flexible and cumulative learning pathways based on competencies, and designed according to career and professional pathways.

The establishment of the Academy also addresses the challenges facing the development of public sector employees’ capabilities and their empowerment, responding to the requirements of economic and administrative modernization, in line with digital transformation and the employment of artificial intelligence in government work.

The Academy will adopt a collaborative model between the government, universities, and the private sector; enabling Jordanian companies to offer innovative educational solutions, and qualify them to compete in regional and international markets, enhancing the knowledge economy, and making the investment in government human capital a national project with a direct impact on the state's performance and economy.

The Academy will move from a model of disparate training courses to a national integrated system for capacity building, linked to professional pathways and modernization priorities, thus being a lever for developing governmental work and enhancing its efficiency, and reinforcing Jordan's position as a reliable regional partner in governmental management.

The draft system also aims to unify the national frameworks and standards for accrediting curricula, teaching programs, and training service providers for government entities, reducing duplication, enhancing spending efficiency, developing digital learning, and blended learning.
