The Government of Jaafar Hassan Approves a Project Authorizing the Electronic Sale of Properties

Khaberni - The Cabinet approved in its session held today, Sunday, chaired by Prime Minister Dr. Jaafar Hassan, the amended bill for the Real Property Ownership Law for the year 2026; paving the way for its submission to the House of Representatives to proceed with the enactment procedures according to constitutional norms.

The bill addresses the issues of terminating joint ownership, by simplifying and expediting its procedures, which contributes to resolving many long-standing issues regarding thousands of properties, and introducing unutilized properties into the economic cycle.

The bill also includes provisions that allow electronic selling, adopting electronic signatures, along with digitizing all procedures and transactions, including payment, partition, and sale; making all procedures electronic in accordance with the provisions of the notary law, along with reducing the financial and procedural burdens associated with paper publication; aimed at facilitating citizens and reducing costs, time, and effort.

The amendments allow for the sale and partitioning on the plan before beginning the construction of the property, provided that a bank-approved allotment certificate is issued; contributing to encouraging investment and real estate development.
It also included replacing the condition of unanimous agreement of the partners in the partition of properties with buildings, becoming a condition with the agreement of three-quarters of the property owners, without prejudicing the rights of the other partners.

The bill obligates the government and the municipalities, including the Greater Amman Municipality, to pay the compensations for expropriations within a maximum period of 5 years, with a compensation for delay for each year, in addition to addressing the conflicts of the joint ownership terminations provisions with the legislation related to agricultural units, and its provisions are consistent with the laws of Jordan Valley development to prevent dual application.

The bill includes several steps to facilitate citizens and reduce the procedures related to their transactions, through delegating powers to directors in different governorates and regions to reduce centralization.

The new amendments are expected to contribute to achieving legislative stability and have a positive economic impact, by enhancing confidence in the real estate system, and supporting the goals of the economic modernization vision.
