152 Million from the World Bank to Support Digital Transformation in Jordan

Khaberni - The World Bank disbursed approximately $152 million within the "Human-Centric Digital Government" program in Jordan, which equates to more than 43% of the total approved financing for the program, aimed at improving the provision of human-centric public services, enhancing government effectiveness, and increasing transparency and accountability through digital transformation.

According to the implementation report, the total funding for the program, which commenced on June 27, 2024, and continues until June 30, 2028, amounts to $350 million, allocated as $321 million in loans from the World Bank of which $139.6 million has been disbursed, in addition to $29 million from a trust fund with $12.55 million disbursed.

The World Bank pointed out that the overall progress towards achieving the program's goals is still "satisfactory," while the progress in implementation has been rated as "moderately satisfactory."

The World Bank confirmed that the program made significant progress during the second half of last year, with further progress expected in the first half of 2026.

According to the report, the program recorded actual progress in 3 out of 5 main indicators for the program's objectives, including improving access to digital health services for patients, increasing women's representation in leadership positions in civil service, and enhanced e-participation.

The data revealed that the number of beneficiaries of digital health services increased from 108,000 in 2023 to 490,805 as of September 30, 2025, with ongoing progress towards the final goal set for 2028.

Furthermore, the representation of women in leadership positions in the civil service rose from 16% to 20% due to the implementation of competitive employment and competency-based promotion, while Jordan improved its rank in the United Nations e-participation index from 0.55 in 2022 to 0.68.

The program showed progress in 4 out of 9 intermediate indicators, most notably the adoption of digital identity by 2,012,625 individuals as of June 30, 2025, which represents 57% of the final goal, including 717,834 women and 92,382 seniors aged 65 and older.

The progress also included digital transformation in the health sector through the installation of the electronic medical record system in 66% of the targeted Ministry of Health facilities, alongside enhancing competency-based employment in civil service as it nears achieving the final goal ahead of schedule, in addition to improved access to information and enhanced transparency; these results pertain to the end of the year 2025.

The program contributes to enhancing the electronic medical records platform, enabling users to access services such as appointment scheduling, viewing medical records, tracking active and pending medications, viewing vaccination records, lab test results, allergies, vital signs, and refilling medications for chronic diseases.

The project is part of the roadmap for public sector modernization and the digital transformation strategy, supporting the goals of the economic modernization vision. It focuses on improving service delivery, enhancing government effectiveness, increasing transparency and accountability, with an emphasis on reliance on digital identity and developing data exchange mechanisms between government entities and the private sector.

It aims to expand the range of digital services, including increasing the activation of digital identity and enhancing trust in data exchange. It also seeks to increase government efficiency through the professionalization of civil service, establishing a national center for health information, and digitizing student assessments.

In terms of transparency and accountability, efforts are focused on making electronic information available, facilitating access to statistical data, and developing the use of health data. The program also includes a special focus on supporting Syrian refugees by facilitating their access to health and educational services through electronic identity.
