Legal Study of the Equivalence of Foreign Board Certificates

Khaberni  - The spokesperson for the Medical Syndicate, Dr. Hazem Al-Qaralah, stated that the Syndicate's council continues to work on files that affect the daily lives and professional paths of doctors, emphasizing that these efforts are part of a comprehensive reform vision aimed at solidifying doctors' rights and improving their employment conditions, which in turn reflects on the level of health services provided to citizens.

Al-Qaralah explained that the Syndicate has given special attention to the file of doctors with foreign board certifications, by allowing real-time monitoring of the educational impact and measuring the effectiveness of policies on the ground. He indicated that the impact of this file is direct on the future of doctors scientifically and professionally, determining their career paths and opportunities in medical specializations, according to Al-Ghad.

In this context, Al-Qaralah said that the Syndicate held a meeting with the Secretary General of the Jordanian Medical Council along with a series of consultative meetings with concerned doctors, confirming that the Syndicate is in the process of developing a comprehensive legal opinion in preparation for completing the procedures in accordance with established institutional and legal frameworks, ensuring fairness and equity for this group and enhancing doctors’ confidence in official institutions.

 

Allowances and Financial Rights 

Regarding financial rights, Al-Qaralah mentioned that the Syndicate successfully achieved an increase in the allowances for acquisition and transfers for doctors appointed up to the year 2022, which he considered a step towards improving their employment situations and alleviating their living burdens. He explained that this achievement reflects the Syndicate’s follow-up on their living demands and the pursuit of achieving a degree of job fairness among them, asserting that the Syndicate will not stop there, but will continue working on other related financial files.

As for medical internship bonuses, he pointed out that the Syndicate has been addressing the issues related to the delay in their disbursement, having managed to reduce the disbursement time gap by four months, after it used to extend for longer periods. He affirmed that efforts are ongoing to ensure regular payments and prevent these obstacles, emphasizing that regular bonuses are a fundamental element in supporting newly graduated doctors and motivating them to continue working in the health sector.

 

Legal Files

Legally, Al-Qaralah clarified that the Syndicate follows up on files related to leaves and allowances, the most prominent of which include: deduction of overtime pay during sick leave and maternity leave, and combining different types of leaves. He confirmed that the Syndicate reviews these procedures to rectify them, in compliance with effective legislation, and to achieve principles of job fairness, emphasizing that this review comes as part of a defense of doctors’ rights and to ensure they are not subjected to any injustice or bias.

He revealed that the Syndicate is gearing to address the incentives file for doctors working in the Ministry of Health soon, explaining that this file is among the most important issues affecting job satisfaction and motivation of medical talents. He affirmed that the Syndicate seeks through this to establish a fair and transparent mechanism, ensuring the enhancement of professional performance and the level of health services, indicating that incentives are not merely financial rewards, but a means to acknowledge the doctors’ efforts in challenging and complex working conditions.

Regarding the existing shortage of medical personnel, Al-Qaralah confirmed that the Syndicate will increase the number of appointees, in line with the needs of hospitals and health centers. He explained that this approach would ease the pressure on working doctors and improve the quality of services, especially in light of the increasing challenges facing the health sector. He added that increasing appointments would fairly distribute burdens and provide opportunities for them to work in a less pressured and more productive environment.

He emphasized that what has been achieved so far are initial steps within a reformative framework that requires continuous monitoring and coordination with various relevant entities, confirming that the Syndicate will exert efforts responsibly and transparently to defend the rights of doctors and enhance their vital role in serving the health sector and society. He added that the Syndicate is also following up on increasing the numbers of residency seats, as it considers the possibility of holding a second exceptional session this year, which contributes to accommodating more doctors and meeting the needs of health institutions, considering this file as part of a comprehensive vision for developing the sector and sustaining its human resources.
