Kuwait Lists 8 Lebanese Hospitals on the Terrorism List

Khaberni - The Kuwaiti Security Council Implementing Committee, established under Chapter VII related to combating terrorism and preventing the proliferation of weapons of mass destruction, has listed 8 Lebanese hospitals on the national list for all companies and financial institutions in Kuwait.

The Committee, whether on its own initiative or based on a request from a foreign competent authority or a local entity, lists any person suspected on reasonable grounds of committing or attempting to commit a terrorist act, or participating in or facilitating the commission of a terrorist act.

The hospitals that have been listed are:

1- Sheikh Ragheb Harb University Hospital, Nabatieh, Republic of Lebanon.

2- Salah Ghandour Hospital, Bint Jbeil, Republic of Lebanon.

3- Al-Amal Hospital, Baalbek, Republic of Lebanon.

4- Saint George Hospital, Hadath, Republic of Lebanon.

5- Dar Al-Hikma Hospital, Baalbek, Republic of Lebanon.

6- Al-Batoul Hospital, Hermel, Bekaa, Republic of Lebanon.

7- Al-Shifa Hospital, Khaldeh, Republic of Lebanon.

8- Al-Rasoul Al-Aazam Hospital, Airport Road, Beirut, Republic of Lebanon.

The Committee has requested the implementation of the listing decision as per Articles (21 – 22 -23) of the committee's implementing regulations.

Article 21: Every person is required to freeze without delay and without prior notice the funds and economic resources owned or controlled, directly or indirectly, wholly or partly, by any person designated under Article 12 of this decision by the Special Committee, or acting on behalf of, or at the direction of, or controlled directly or indirectly by; or any person designated according to any decision by the Security Council other than resolution 1373, or acting on behalf of, or at the direction of, or controlled directly or indirectly.

Article 22: The obligation to freeze extends to any funds or economic resources derived from, or generated from the funds or economic resources referred to in paragraphs (1) or (2) of Article 21.

Article 23: Without prejudice to the provisions of Chapter Six of this decision, it is prohibited for any person within the borders of Kuwait or any Kuwaiti citizen abroad to provide or make available funds or economic resources to any listed person, or to provide financial services or related services for the benefit of a listed person, whether directly or indirectly, wholly or partially, or through an entity owned or controlled directly or indirectly, or acting at the direction of a listed person. This prohibition does not include adding interest due on the frozen accounts.

Article 24: Every person carrying out the freezing process in accordance with Article 21 must notify the Special Committee within 24 hours of implementing the action, and must clarify the actions taken concerning those funds or economic resources, in accordance with the requirements of these processes. Reporting obligations extend to any attempts to deal with the targeted funds or economic resources, including the duty to provide details on the nature and quantity of the frozen funds or economic resources, and any other information that might be relevant or facilitate compliance with these processes. The Special Committee will collaborate with the regulatory authority or any other competent authority to verify the information provided.
