Khaberni - The President of the State of Palestine, Mahmoud Abbas, received on Thursday the first draft of the interim constitution of the State of Palestine, during his reception of the constitution drafting committee chaired by Advisor Mohammed Al-Haj Qasim and the committee members at the presidential headquarters in Ramallah.
From "authority" to "state"
The president praised the strenuous efforts made by the committee; confirming that the issuance of this constitution represents a pivotal step paving the way for the actual transition from the "phase of authority" to the "phase of state," which has so far been recognized by more than 160 countries around the world.
2026.. The year of democracy and elections
In an important political context, Abbas announced that this year is the "year of democracy," revealing a comprehensive electoral roadmap that includes:
Setting a date for the election of the Palestinian National Council (in the homeland and abroad).
Setting a date for the eighth congress of the Fatah movement.
Conducting local elections in April next month.
Abbas emphasized that the new constitutional provisions focus on protecting rights and freedoms, and ensure effective empowerment of women and youth, reflecting their true status in Palestinian society.
7 months of work and consultation
For his part, the head of the committee, Advisor Mohammed Al-Haj Qasim, explained that the draft was the result of continuous work that lasted about 7 months, including 70 meetings with various civil society institutions and related entities. He confirmed that the interim constitution preserved the pillars of the modern state, most notably:
Political pluralism.
Separation of powers.
Empowering the parliament to fully exercise its supervisory and legislative powers.
Steps of endorsement
At the end of the meeting, the president issued instructions to refer a copy of the draft constitution to the Executive Committee of the Palestine Liberation Organization for review, in preparation for its publication to the public to receive comments and suggestions, where a decision will later be issued regulating the publishing procedures, mechanisms, and duration.
